Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time offer.
NATURE OF WORK
Under general supervision, performs work of considerable difficulty in the assessment, research, design, refinement, development, implementation, and facilitation of county wide training programs.
Nature of Work
(Illustrative Only) Researches, develops, and facilitates mandatory training, specialized management training programs, and other requested training for departments; coordinates, develops, and delivers diverse employee training programs to improve employee skills; plans, develops, and implements a comprehensive training and development strategy for the County; identifies future training needs and develops curriculum, by staying abreast of changing training subject trends; designs, develops and creates new training and educational materials and updates materials on a regular basis; assesses effectiveness of training provided and modifies curriculum and/or materials to enhance effectiveness and value as appropriate; assures that training provided meets requirements of federal, state, county, and related laws, rules, regulations, and policies; utilizes the training management system to prepare monthly statistical training reports; may represent Human Resources Department at conferences, workshops, symposia, and participates on committees, panels, and related programs; identifies and selects external instructors to provide effective training courses; develops and administers assessments for departments to determine appropriate training courses and/or customized training courses according to departments' needs; assess training needs through surveys, interviews with employees, focus groups, and/or consultation with Directors/Elected Officials, supervisors and/or employees; assists in the administration and daily maintenance of the County's Training Management System (TMS), ensuring accuracy, functionality, and user accessibility; supports the creation, scheduling, and tracking of training sessions, learning paths, and course content within the TMS; assists with monitoring system performance, troubleshoot user issues, and coordinate with IT or system vendors for timely resolution; assists with maintaining accurate training records, generate reports, and provide data analysis to support compliance, program evaluation, and continuous improvement efforts; provides training and support to employees and department/office liaisons on effective use of the TMS; collaborates with departments/offices to assess training needs and implement TMS-based solutions that align with County policies, procedures, and strategic objectives; assists with the selection and purchasing of training materials, supplies, and resources; may be required to obtain various training certifications as needed; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Associate's Degree in Communications, Business/Public Administration, or a closely related field and three years of experience in employee training, instructional design, teaching, education, organizational development or closely related field developing and/or delivering training or instructional programs; OR an equivalent combination of education and experience; requires successful completion of a background check; must possess and maintain a valid Arizona driver's license.
Knowledge, Skills and Abilities
Knowledge in: Principles and practices of adult learning, and training techniques; principles and practices of management, and training; laws, rules, regulations, and court decisions applicable to Human Resources functions; current trends in training; principles and practices of program assessment, development, and evaluation methodology; principles and practices of organizational behavior; county policies and procedures; state and federal laws and regulations as it pertains to topics of training.
Skill in: Public speaking, assessment interviewing, and group facilitation; conducting and facilitating training sessions; research, development, and program evaluation; planning developing, and executing a broad employee training and development plan; oral and written communication; establishing and maintaining effective working relationships with employees, other agencies, and the public.
Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; lift at least 25 lbs; establish and maintain effective working relationship with co-workers; communicate effectively verbally and written; stand for long periods of time (up to 6 hours).; work independently; organize and prioritize deadlines.
Work Environment:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting with extended periods of work at a computer monitor, 15% walking and 25% standing; the job is performed under minimal temperature variations and in a generally hazard free environment.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employees needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.
Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the "Wellness Incentive" employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
