Description
The Program Coordinator serves as primary subject matter expert responsible for program coordination within designated speciality areas in the Nonprofit & Community Engagement Team in the Broomfield Human Services Department. This role develops, implements, and manages specific human service programs areas that involve partnerships with related partner agencies and funding agencies to maximize the effectiveness and utilization of programs and services. Additionally, this role is responsible for understanding policy and interpreting program implications. The Program Coordinator develops and establishes work processes and procedures to deliver program services. The Program Coordinator is responsible for evaluation and effectiveness of program(s), services and the efficiency of processes including administering and coordinating program activities such as determining eligibility, processing applications and documentation, providing financial assistance, maintaining accurate case records, and connecting clients with community resources to promote housing stability, self-sufficiency, and independent living for the following assistance programs:
CSBG - Community Services Block Grant: Provides assistance and supportive services to help low-income individuals and families achieve stability and greater self-sufficiency. Services in Broomfield County include emergency rental and utility assistance.
TBRA - Tenant-Based Rental Assistance: Provides rental assistance to eligible households to help them maintain safe and stable housing and prevent housing instability or homelessness.
BOAA - Broomfield Older Adult Assistance: Provides assistance and resources to eligible older adults in Broomfield, helping address financial, housing, and other essential needs and supporting independent living.
SSRMA - Self-Sufficiency Rental and Mortgage Assistance: Provides rental or mortgage assistance to eligible residents experiencing financial hardship, with the goal of maintaining housing stability while helping households work toward self-sufficiency.
COMPENSATION PACKAGE:
Salary Range: $29.04 - $39.30/hour

Essential Required Tasks/Examples of Duties
Develops and administers program work plans to meet program goals
Ensures programs operate within funding guidelines, policies, and procedures.
Ensures regulatory and statutory compliance for the program area.
Ensures program goals and outcomes are measurable and achieved.
Develops/implements and monitors systems of program data collection and accountability.
Creates and reviews program reports to ensure compliance, timeliness, and program integrity.
Recommends and monitors program budgets.
Completes annual program plans.
Ensures fiscal integrity of services by managing budget and expenditure analysis.
Collaborates with state agencies, community partners, and internal staff
Writes and/or revises procedural and training materials.
Communicates policies, processes, applicable laws, rules, regulations, and program specific guidelines to staff, partners, and the public.
Serves as the point of contact for program questions, and provides information/advice to current and potential program participants on program issues and requirements.
Performs Intake assessment, vocational assessment, career options review, job development, coaching and test administration, program monitoring, training coordination, and case management activities. Analyzes and interprets aptitude tests.
Case management of program participants that may include: determining eligibility, gathering information, data entry, and regular meetings with program participants to deliver program services and overall participants progress through program requirements.
Develop participant individualized plans and identify short and long-term goals.
Partner with community agencies, internal departments and divisions to coordinate service delivery.
Completes and submits reports to Broomfield leadership and funding organizations.
Minimum Qualifications
Education
Experience
2 years experience required in human services program coordination
Experience working with the Colorado Benefits Management System preferred
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):
New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check and sex-offender registry.
Working Conditions
Work is generally scheduled M-F with some evening hours to attend in-person and/or virtual meetings as required
Regular, predictable attendance is required
Work is typically performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfield's remote work policy
Some meetings will require in-person attendance throughout community and metro-Denver area
In-person customer/client/team meetings
Occasional travel by automobile is required to provide services
Physical demands are described as sedentary, exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time but may involve walking or standing for periods of time
Required to move about office/facilities
Required to operate/use/handle office equipment
Tasks may require the use of a computer for several hours
Required to communicate and/or detect sounds
The noise level in the environment is moderate
