Examples of Duties Under general supervision, the Quality Improvement Human Service Program Specialist is responsible for assisting with quality improvement (QI) efforts, including development, implementation, execution, education, data collection, analysis, and reporting. The TQIC will perform QI activities in alignment with Continuous Quality Improvement (CQI) principles. This position promotes the QI Program throughout the Department of Health and Human Services through education, training, and collaboration.Examples of Essential DutiesDemonstrates a working knowledge of Quality Improvement (QI) and Performance Improvement (PI) processes.Provides orientation and development training for staff on QI processes and principles.Participates in evaluating the effectiveness of QI activities, making recommendations for improvements.Attends and actively participates in CQI meetings, collaborating with team members to advance QI efforts.Assists in the preparation of quality improvement reports to track progress and identify areas for improvement.Meets with internal customers and stakeholders to identify QI issues and works collaboratively to problem-solve and implement solutions.Serves as an educational resource for staff regarding performance improvement processes.Reviews and provides recommendations for updating policies and procedures related to quality improvement.Completes special projects or assignments as needed to meet departmental initiatives or objectives.Leads or participates in various PQI (Program Quality Improvement) committees as assigned.Provide in-service education and training on topics specific to program areas to enhance staff knowledge and skills.Oversees and monitors staff completion of training courses on the CDC Train platform.Exhibits a strong ability to analyze challenges, develop solutions, and execute strategies to achieve objectives.Examples of Other DutiesWorks with program managers to identify and analyze short- and long-term training goals for staff and professional development, ensuring alignment with organizational objectives.Researches new training materials and resources to enhance current training procedures and processes.Identifies gaps in training content or material and recommends updates or new content to ensure safety and productivity among HHS staff.Collects, analyzes, and reports data related to training and employee competency development, ensuring compliance with departmental and regulatory standards.(NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Qualifications Minimum QualificationsGraduation from an accredited college or university with a Master's in Public Health or Master's Human Services or a related field.Knowledge, Skills, and Abilities Strong skills in using computers, databases, and various office software packages (e.g., Microsoft Office Suite, Excel, Word, PowerPoint).Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.Strong organizational skills with the ability to prioritize multiple tasks and projects effectively.Ability to design, deliver, and evaluate training programs related to quality improvement processes and performance improvement initiatives.Licenses or CertificatesPossession of a valid driver's license equivalent to a non-commercial, Class C Maryland driver's license is required at time of appointment.Proof of Licenses, Certifications and EducationApplicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.
