Description
Join our Snohomish County Human Services
Office of the Court Appointed Special Advocate (CASA) Division
Open to Internal and External Applicants
About the CASA Division:
The Snohomish County Office of the Court Appointed Special Advocate (CASA) champions the best interests of children in the juvenile dependency court system, ensuring they are heard, supported, and empowered. We recruit, train, and support community volunteers who speak up for children who have experienced abuse, neglect, or abandonment - because every child deserves to have their voice amplified, a forever home, and a bright future.
About This Position:
You would supervise our Program Coordinators - the staff who coach, guide, and support our volunteer advocates. Your work reaches children through them: you provide one-on-one support and guidance to each coordinator, and you keep watch over case compliance and quality across the program. When something cannot be resolved at the coordinator level, or carries risk to a child, a case, or the county, you and your coordinator work it through together - sometimes joining them in the conversation with the volunteer, sometimes carrying that conversation yourself - and you bring it to your Division Manager right away.
That takes strong systems and steady attention - case planning and monitoring, volunteer and child contact requirements, continuing education and eligibility tracking, and reliable data. It also takes knowing the rules that govern our work: Washington State RCWs, the
Superior Court Guardian ad Litem Rules (GALR), our MOU with DCYF, CASA Division policy, and National CASA/GAL Association standards.
Our supervisors share the full scope of this classification, and the Division Manager sets assignments based on what the program needs - so over time your work may also include public records, grant writing and monitoring, administrative functions, training, outreach and volunteer recruitment, or special projects. Your first assignment is a starting point, and there is room to broaden your experience as the program grows.
About You:
You care deeply about children, and your background exemplifies servant leadership - you have supervised teams, and the people who reported to you grew professionally because of it. You bring real experience with vulnerable populations and the systems that serve them.
You are a solutions-oriented problem solver who brings ideas forward rather than only concerns. You are tech-savvy and notice when a process could be smarter than it is - and you are comfortable making the case to your Division Manager first, then following through and seeing it done.
You work alongside your team and never ask anyone to do something you would not do yourself. You also know how to take charge - to give clear direction, to hold a standard, and to deliver a hard message with confidence and care. You notice good work out loud, and you believe supporting people and expecting a lot from them are the same act, not competing ones.
Our Commitment to Inclusion:
In alignment with our core values - Teamwork, Inclusion, Integrity, and Hope - we are committed to an inclusive work environment where all employees positively impact our culture every day. Inclusion is a pillar of our division at the structural level and in our daily work with children and families. We are committed to recruiting a team that reflects and honors our diverse community.
Important Position Requirements:
Why Work Here?
You will see the direct impact of your work: coordinators developing into confident professionals, volunteers advocating well because they were well supported, and children reuniting with family or finding permanent, safe homes. We are home to Washington State's first Snoezelen multi-sensory environment within a CASA program - the CASA Wonder Room and Connections Center - and we are committed to growing our volunteer network so that every child who needs an advocate has one. This work is demanding, but for those called to it, it is profoundly meaningful.
What We Offer:
We are proud to offer an outstanding benefit package to employees and their dependents, including:

Following are a series of supplemental questions to assess your job-related experience and qualifications. Please note that as part of the screening process, your responses will be reviewed in conjunction with your general on-line application. The employment history and education detailed in your general on-line application must validate/support your responses to the supplemental questions. If your responses cannot be validated, you will not proceed to the next step of the review selection process, A resume must be submitted, but it will not substitute for the general on-line application or supplemental questions; responses such as "see resume" or "see application" will not be considered. Do you agree to answer each question truthfully and that your responses can be supported by your general on-line application/work history and by your references?
02
Do you possess or can you obtain prior to employment, a Washington State Drivers License, unrestricted except as to vision?
03

Please select your highest level of education from the following choices:
05
There will be evening and weekend hours for training, outreach, volunteer support, and staff supervision as an ongoing part of the position. Are you able to commit to a position that will include evening and weekend work?
06
In-person connections and direct engagement with both staff and volunteers are essential in the CASA Division supervisor position, which is why this integral leadership role requires full-time presence in the CASA office. Do you confirm understanding the supervisor position is not open for telework agreements?
07
How many years of progressively responsible experience do you have in the administration of human services programs?
08
How many years of supervisory or leadership experience do you have?
09
How many years of experience do you have supervising paid staff who reported directly to you - meaning you assigned and reviewed their work, evaluated their performance, and were responsible for addressing conduct and performance concerns? For purposes of this question, supervising paid staff means holding formal supervisory authority over employees in a reporting relationship - including responsibility for work assignment, performance evaluation, and addressing conduct and performance concerns under applicable personnel rules, policies, and any collective bargaining agreement. Coaching, guiding, mentoring, or supporting volunteers, interns, program participants, or peers is valuable experience, but it is not supervision of paid staff and should not be counted here. Please describe that experience under the narrative questions instead, where it is separately reviewed. This item is informational and is not a minimum qualification screen. Question 8 governs the minimum qualification for supervisory or leadership experience. Answering "no experience" here does not remove you from consideration.
10
If you do not have a bachelors degree in business, public administration, social sciences or other field directly related to human services; PLUS, four (4) years progressively responsible experience in the administration of human services programs including two (2) years of supervisory or leadership experience, please explain how your training and experience meets the minimum qualifications through an equivalent combination of education, training, and/or experience. How to answer this question: • Name the specific requirement you are substituting for (the degree, the four years, the two years of supervisory experience, or a combination). • Identify the specific employment, training, certification, or coursework you are offering in its place, including employer, role, and dates. • Explain how that experience developed the same knowledge and abilities the requirement is intended to demonstrate. Equivalency is evaluated on what you write here. Reviewers will use your application work history to verify the experience you describe but will not supply information you have not stated. If you do not make an equivalency argument, none will be assumed on your behalf.
11
Your answers to the next four (4) questions will be used to determine if you are invited to interview for this position. Please answer each one with a specific example, aiming for roughly 250 to 350 words per response - long enough to give a real example, short enough to stay focused. Reviewers will use your application work history only to verify the experience you describe; they will not supply detail you have not written. If your background is outside of CASA or juvenile dependency, answer from the setting you know best and draw the connection to this work explicitly. Direct CASA experience is not required. Please confirm you have read this and understand.
12
Supervision and Performance Management: Describe your experience supervising paid staff who reported directly to you. State how many, and give one specific example of a performance concern you addressed - what you did, what you documented, and how it turned out. If you have supervised in a represented (union) environment, note that experience.
13
Volunteer Program Oversight: Describe your experience with volunteer or unpaid contributor programs. Include one specific example of how you addressed a volunteer who was not meeting program expectations.
14
Case Oversight, Compliance and Quality Assurance: Describe your experience overseeing casework or service delivery against required standards - for example, contact requirements, documentation timelines, court or regulatory deadlines, or accreditation standards. Explain how you monitored compliance and what you did when someone fell out of it.
15
Monitoring Systems and Reporting: This position develops program monitoring and evaluation systems and prepares reports on program operations. Describe a monitoring, tracking, or reporting system you developed yourself - what it measured, on what cycle, and how you reported results to your staff and to your own supervisor. Preparing reports and other written materials is an essential duty of this position, so this response is also reviewed as a sample of your written work.
