Position Summary

TRS Staffing Solutions is seeking an experienced Instrumentation & Controls (I&C) Engineer to support government and federally regulated engineering and construction projects. This role is responsible for the design, specification, implementation, and commissioning of control systems and instrumentation across the full project lifecycle—from conceptual design through detailed engineering, construction, and startup/commissioning.

The ideal candidate will have experience working within government or U.S. federal project environments and be familiar with compliance, documentation, and quality standards required for regulated facilities.

Key Responsibilities

+ Lead and support I&C engineering activities from conceptual design through detailed engineering, construction, and startup

+ Develop and review control system architectures, instrumentation specifications, and design documentation

+ Prepare and review P&IDs, instrument datasheets, loop diagrams, control narratives, and cause & effect matrices

+ Perform instrument sizing, selection, and specification for process, mechanical, and electrical systems

+ Design and integrate PLC, DCS, and SCADA systems in accordance with project requirements

+ Ensure compliance with applicable codes and standards (ISA, NEC, NFPA, IEEE, government regulations)

+ Support procurement activities, including vendor evaluations, technical bid reviews, and equipment selection

+ Provide engineering support during construction, including responding to RFIs, reviewing submittals, and resolving field issues

+ Lead or participate in factory acceptance tests (FAT), site acceptance tests (SAT), and commissioning activities

+ Support startup, system validation, and turnover to operations

+ Interface with multidisciplinary teams including process, mechanical, electrical, construction, and project controls

+ Maintain adherence to project schedules, budgets, and quality standards

Required Qualifications

Bachelor’s degree in electrical engineering, Controls Engineering, or a related discipline

5–10+ years of I&C engineering experience supporting engineering and construction projects

Experience working on government, federal, or regulated projects

Demonstrated experience supporting projects from conceptual design through startup/commissioning

Strong knowledge of control systems (PLC, DCS, SCADA)

Familiarity with industry codes and standards (ISA, NEC, NFPA, IEEE)

Ability to develop and review detailed engineering documentation

Strong communication and coordination skills in multidisciplinary environments

Preferred Qualifications

Professional Engineer (PE) license or progress toward licensure

Experience with EPC or design-build project execution

Familiarity with cybersecurity requirements for control systems (e.g., NIST, NERC CIP, or similar)

Experience supporting DOE, DoD, or other federal agency projects

Background in industrial, energy, or infrastructure projects

Work Environment

Office-based engineering role with periodic field/site assignments

May require travel to project sites for construction support and startup activities

Collaborative, fast-paced environment supporting complex government projects
