Summary:

The Mission of the Idaho Department of Correction (IDOC) is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster connections, and restore victims of crime. IDOC is recruiting for a Technical Records Specialist 2 to serve as a Records Information Specialist on the Transparency Team located at the central office in Boise, Idaho. This position processes public records requests, subpoenas, and other information requests in accordance with applicable laws, regulations, and agency policies. Responsibilities include researching requests, locating, and compiling responsive records, coordinating with agency staff, applying appropriate redactions, and ensuring accurate and timely responses. This position also supports customer service functions, including front desk coverage, and serves as a liaison between IDOC and members of the public, attorneys, courts, law enforcement agencies, government entities, and other stakeholders requesting records.

Responsibilities:

  • Process public records requests, subpoenas, and other information requests in compliance with applicable laws, regulations, and agency policies.
  • Analyze requests to determine scope, legal requirements, deadlines, and responsive records.
  • Research, compile, review, and organize records responsive to requests.
  • Coordinate with agency staff, facilities, and district offices to obtain responsive records and information.
  • Apply appropriate redactions and confidentiality protections in accordance with legal requirements.
  • Communicate with requesters, courts, attorneys, law enforcement agencies, and government entities regarding records and information requests.
  • Collaborate with legal counsel and subject matter experts to resolve complex requests.
  • Prioritize workload and monitor deadlines to ensure timely and accurate responses.
  • Maintain records, documentation, and tracking information within agency systems.
  • Participate in scheduled front desk and reception coverage.
  • Perform other duties as assigned.

Minimum Qualifications: Your resume needs to clearly articulate how your skills, education and experience meet the qualifications below -

  • Experience monitoring record systems to identify and correct errors. Typically gained by at least one year of full-time work experience monitoring records systems, identifying problems and correcting errors.
  • Interpreting, explaining, and applying laws, regulations, and complex policies for multiple or highly specialized programs. Typically gained by one-year work experience interpreting and applying a variety of difficult rules, regulations, or policies to determine compliance or eligibility and explaining decisions to others.
  • Experience analyzing information and researching a variety of sources to identify and resolve problems or issues. Typically gained by at least one year of experience performing extensive research and analysis of highly complex or technical material requiring in-depth program knowledge to determine if requirements were met and if they complied with established laws and/or policies.
  • Experience dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations. Typically gained by at least one year of experience dealing with individuals from varying cultural and socioeconomic backgrounds in stressful situations which dealt with personal, sensitive, or confidential information such as eligibility requirements, health issues, or financial matters.
  • Experience entering and retrieving data using a computerized record system. Typically gained by at least 6 months of experience in a work setting where you were required to enter and retrieve data in a database records system or other computer records system.
  • Experience composing and proofreading business correspondence. Typically gained by at least 1 year of office experience which required composing and proofreading a variety of business documents on a regular basis; OR, I have successfully completed at least 1 college-level English composition or business English class AND I have 6 months of experience composing business documents.

Desirable Qualifications:

  • Experience processing public records requests, subpoenas, court orders, or other legal requests for information.
  • Experience reviewing records for disclosure, confidentiality, or redaction requirements.
  • Experience working with confidential or sensitive information.
  • Experience working within corrections, criminal justice, law enforcement, courts, legal services, compliance, or records management programs.
  • Experience managing competing priorities and statutory or court-ordered deadlines.
  • Demonstrated ability to independently review, analyze, and make decisions regarding confidential or legally protected information while applying applicable laws, regulations, policies, or governing documents.
