The Coordinator of the IMPACT ETX Leadership Certification Programs is responsible for the design, development, implementation, and ongoing oversight of high-quality superintendent and principal certification programs for the Education Service Center (ESC). This position leads strategic program development aligned to state certification requirements, collaborates with school districts and higher education partners, and ensures program effectiveness through continuous improvement and evaluation. The Coordinator will build and sustain a pipeline of effective school leaders by integrating research-based practices, innovative instructional design, and strong partnerships across the region.

Qualifications:

Minimum Education/Training:

Master's degree required; Doctorate preferred in Educational Leadership, Administration, or a related field.

Valid Principal and Superintendent Certification required

Experience:

10 years of educational experience in a professional capacity.

Successful experience as both a campus principal and a district superintendent

Experience with educator certification programs, higher education, or professional development strongly preferred.

Primary Essential Functions

  • Research state standards, certification requirements, and best practices for superintendent and principal preparation programs.
  • Design and develop comprehensive certification programs aligned to state regulations and leadership competencies. Complete the application process for both certification programs with TEA.
  • Develop and work with staff/consultants to design program curriculum, field experiences, assessments, and instructional frameworks grounded in evidence-based practices.
  • Establish program policies, procedures, and compliance systems.
  • Lead the launch and ongoing administration of certification programs.
  • Ensure full compliance with state education agency rules and accreditation requirements.
  • Monitor program quality, candidate progress, and outcomes using data-driven evaluation systems.
  • Oversee program logistics, including scheduling, cohort management, and delivery models (virtual/hybrid).
  • Develop and maintain strong partnerships with local school districts, higher education institutions, and state agencies.
  • Recruit, train, and manage instructors, facilitators, and mentors.
  • Ensure high-quality instruction, coaching, and field-based experiences for program participants.
  • Promote innovative leadership practices and continuous improvement in educational leadership development.
  • Develop and implement recruitment strategies, including a comprehensive marketing plan for both certification programs. to attract high-quality candidates.
  • Oversee admissions processes and candidate selection criteria.
  • Ensure participants receive strong support, mentoring, and feedback throughout the program.
  • Design and implement program evaluation systems to measure effectiveness and outcomes.
  • Analyze data (candidate performance, certification pass rates, job placement, leadership impact). Use findings to refine program design and improve quality.
  • Develop and manage program budgets. Ensure efficient use of resources and financial sustainability.
  • Identify funding opportunities, including grants or partnerships.
  • Maintain documentation and reporting required by state certification authorities.
  • Prepare reports for internal leadership, governing boards, and external agencies.
  • Regular and reliable attendance.
  • Daily monitoring of administrative and department procedures to ensure they reflect actual practice and assist employees in making needed changes.
  • Research and development of all coursework/experiences for candidates.
  • Communication/collaboration with other ESCs.
  • Marketing of certification programs.
  • Other duties as assigned.
