Short Description:
The Business Analyst supports IDOH's Office of Data and Analytics (ODA) in delivering data, analytics, business operations, and data-governance initiatives associated with the Public Health Infrastructure Grant (PHIG).
Complete Description:
This position is intended to provide business analysis, data governance, documentation, work management,reporting, and stakeholder coordination support for PHIG related work. The incumbent will translate business needs into actionable requirements; support data mapping, metadata, lineage, data-quality, and governance activities; and improve portfolio visibility through accurate work tracking, documentation,reporting, and stakeholder coordination.
The Business Analyst will serve as a bridge between business stakeholders and technical delivery teams for PHIG-related data, analytics, reporting, infrastructure, and operational initiatives. The position will support the PHIG grant's associated deliverables, timelines, reporting needs, and sustainability objectives.
The incumbent will gather, analyze, document, validate, and manage business and data requirements;facilitate alignment across stakeholders; and maintain the documentation and work-management artifacts needed to move PHIG initiatives from intake through implementation and operational handoff.

The Business Analyst reports to the Director of Data Governance and Business Operations and works closely with the Portfolio Manager, Data Governance Team Lead, Data Governance Analyst, Business Operations Analysts, ODA technical teams, IDOH program areas, grant stakeholders, vendors, and other internal and external partners.
While the position may support adjacent ODA activities when they directly enable PHIG objectives,grant deliverables, shared data assets, or PHIG sustainability, PHIG-related work is the position's primary purpose and priority.

Skill Required / Desired Amount of Experience
Familiarity with Informatica platforms including Enterprise Data Catalog is preferred. Highly Desired
A bachelor's degree in Information Technology, Computer Science, Public Health, Epidemiology, Statistics, Analytics, Programming, Business Required
2 + years of relevant business analyst and/or project management experience. Required 2 years
Experience in gathering and documenting business and technical requirements and use cases. Required
Ability to support grant-funded initiatives by maintaining organized, accurate, and timely project documentation; tracking deliverables Required
Experience in leading workshops or training sessions with a user community is preferred. Highly desired
Experience supporting federally funded, grant-funded, or other externally funded initiatives with defined deliverables, reporting requirements Highly desired
Experience supporting cross-agency, cross-sector, vendor-supported, or multi-stakeholder initiatives is preferred. Highly desired
Familiarity with grant-funded project documentation, implementation tracking, outcomes reporting, sustainability planning, or audit-ready records. Highly desired
