The Johnston County DSS mission is to serve, aid and protect needy and vulnerable children and adults in ways that strengthen and preserve families. Johnston County Department of Social Services has an immediate opening for a Medicaid Program Manager. The Program Manager provides supervision, training, support, and leadership to the Adult and Family & Children Medicaid Units.

Duties and Responsibilities

  • Plans, directs, supervises, and participates in the delivery of income maintenance programs and services; reviews casework, holds conferences, and assists income maintenance staff in resolving difficult or unusual case situations; interprets and provides guidance on regulations and procedures; prepares and maintains records, files, reports, and confidentiality.
  • Provide leadership and guidance supervisors and staff responsible for the programs.
  • This position reports directly to the Medicaid Division Director.
  • Evaluates performance of staff for adherence to Federal and State standards regarding quality of work.
  • Provides recommendations for employment actions such as hiring, promotions, demotions, disciplinary actions, and dismissals.
  • Responsible for developing policy and procedures for the programs, ensuring quality and timeliness standards are met, tracking training, reports, and certifications as well as acting on employee problems, selecting new employees, and conducting staff evaluations.
  • Plan and organize workflow and ensure unit goals are met.
  • Presents recommendations to management regarding program or divisional goals, objectives, procedures, or processes.
  • Conducts team meetings and monthly conferences.
  • Participates in long-range planning for the division.
  • Prepares reports. Maintains records, files, and confidentiality.
  • Stay abreast of audit findings and other compliance standards.
  • Performs duties related to disaster situations and emergency shelter operations.
  • Performs related tasks as required.

Knowledge, Skills and Abilities

Thorough knowledge of the use of the public assistance manuals; considerable knowledge of all income maintenance programs and the forms and documents used in determining eligibility; considerable knowledge of all agency programs and services; considerable knowledge of community programs and services which could affect the customer/applicant; considerable knowledge of the budget and planning process; considerable understanding of the budget process; general knowledge of basic supervisory/management skills; skills in instructing; organizing, directing and supervising subordinate employees. Ability to maintain a satisfactory working relationship with applicants and others contacted within the course of performing the work; ability to assess needs and to plan for future requirements; ability to read, analyze and interpret rules, regulations and procedures; ability to communicate with supervisors, other agency staff, public officials, and the community orally and in written form.

Desired Education and Experience

Four years of experience in income maintenance program including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.

Desired Education and Experience:

Bachelor's degree with five years of experience in social services plus three years supervisor experience in the area of eligibility determination; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience in the administration of Economic Service Programs and considerable knowledge of Federal and State laws and regulations of these programs is required. Must have problem-solving and interpersonal skills sufficient to interact with diverse groups of people, excellent computer skills, organizational skills, and written and verbal communication skills.

Preferred Experience:

  • Knowledge of Adult Medicaid and Family & Children Medicaid policies
  • Knowledge of NC FAST
