Industrial/Facility Security Officer

Overview:

Active Secret Security Clearance Required 

TeleWorld Solutions is seeking an experienced Industrial / Facility Security Officer (FSO) to lead the company's transition into the cleared government contracting space. This position is responsible for obtaining TWS's initial Department of Defense Facility Clearance (FCL), establishing and administering a NISPOM-compliant industrial security program, and serving as the company's designated FSO. 

The successful candidate will guide TWS through the facility clearance process, develop the policies, procedures, systems, and controls required to support classified contracts, and build a scalable security program from the ground up. This role will partner closely with executive leadership, government customers, legal counsel, and the Defense Counterintelligence and Security Agency (DCSA). 

Responsibilities:

• Lead all efforts required to obtain and maintain a Department of Defense Facility Clearance (FCL) 

• Serve as TWS's designated Facility Security Officer and industrial security subject matter expert 

• Act as the primary liaison with DCSA, government sponsors, customers, and executive leadership 

• Develop and execute the company's industrial security strategy and cleared contracting roadmap 

• Guide leadership through FCL requirements, including KMP reviews, exclusion resolutions, organizational documentation, and compliance activities 

• Establish and administer the National Industrial Security Program (NISP) in accordance with NISPOM (32 CFR Part 117) 

• Develop, implement, and maintain security policies, procedures, training, and compliance programs 

• Manage personnel security processes, including clearance sponsorships, investigations, visit requests, access authorizations, indoctrinations, and debriefings 

• Maintain DISS, NISS, NBIS, and other required government security systems 

• Prepare and administer DD254s and subcontractor security requirements 

• Conduct self-inspections, risk assessments, and compliance reviews to ensure audit readiness 

• Deliver Security Education, Training, and Awareness (SETA) programs 

• Manage classified material accountability, storage requirements, and access controls, as applicable 

• Support proposal, capture, and contract startup efforts by identifying security requirement 

• Advise leadership on industrial security risks, compliance obligations, and classified growth opportunities. 

• Establish scalable security processes to support future cleared business growth 

Qualifications:

Due to the nature of the work and the requirement to obtain and maintain access to U.S. Government classified information, U.S. Citizenship is required. 

Required 

• Active Secret security clearance 

• 5+ years of progressive industrial security experience 

• Previous experience serving as a Facility Security Officer (FSO) 

• Demonstrated experience successfully leading or directly supporting the acquisition of a Department of Defense Facility Clearance (FCL) 

• Demonstrated experience establishing an industrial security program for a company entering the cleared contractor environment 

• Strong working knowledge of NISPOM and related industrial security regulations 

• Experience working directly with DCSA and government security representatives 

• Experience administering personnel security, facility security, and security compliance programs 

• Experience utilizing DISS, NISS, NBIS, and other government security systems 

• Experience preparing and administering DD254 requirements 

• Ability to independently build, implement, and mature security programs with minimal oversight 

 

Preferred 

• FSO Program Management for Possessing Facilities (FSO-P) certification 

• ISP®, CPP®, Security+, or similar security certification 

• Bachelor's degree in Security Management, Criminal Justice, Business Administration, Homeland Security, or a related field 

• Experience developing security governance frameworks and compliance programs in growing organizations 

Knowledge & Skills 

• Comprehensive knowledge of NISPOM and industrial security best practices 

• Ability to interpret and apply federal security regulations and contractual requirements 

• Ability to advise executive leadership on strategic security matters 

• Strong organizational, project management, and problem-solving skills 

• Ability to manage multiple priorities simultaneously 

• Exceptional discretion, professionalism, and integrity when handling sensitive information
