Job Description and Duties

The California Horse Racing Board is looking for an Information Officer II to join our team. Do you want to work with a great dynamic team in a fast-paced department? If so, this may be the position for you!

The position will serve as the public information officer (PIO) for the California Horse Racing Board (CHRB) and will be responsible for developing and implementing strategic communications services, representing CHRB to the media, commissioners, employees, stakeholders, and to the public, statewide, nationally, and internationally. The PIO will manage communications so that its audiences receive consistent, accurate, transparent, and timely information. The PIO serves as the starting point and clearinghouse for CHRB communications for external audiences and employees and supports internal and external industry and regulatory events. Under the general direction of the Deputy Executive Director, serves as the chief communications liaison, collaborating with colleagues and internal and external stakeholders to produce multimedia content. Provides support in all phases of multimedia content creation, executive communications, and presentation as needed.

Working Conditions

  • The incumbent works in a typical office environment, using one or more personal computers.
  • The incumbent is expected to travel in order to effectively manage the responsibility of the PIO role. Statewide travel is expected 2-3 days monthly and out of state travel is expected 5-10 days annually.
  • This position is eligible for a hybrid work schedule in accordance with Executive Orders.

Department Information

The mission of the California Horse Racing Board (CHRB) is to ensure the integrity, viability, and safety of the California horse racing industry by regulating pari-mutuel wagering for the protection of the public, promoting horse racing, breeding, and wagering opportunities, and fostering safe horse racing through the development and enforcement of track safety standards and regulations for the health and welfare of all participants.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of the candidate's ability to present information clearly and concisely in writing. The SOQ is a narrative discussion of how the candidate's education, training, experience, and skills qualify them for the position.

  • Give two examples where you managed mandatory reporting (daily/weekly/monthly) and coordinated responses to Agency leadership, the Governor's Office, legislative inquiries, commissioners/board staff, and media-especially under tight deadlines. Describe your intake process, fact-verification, approval chain, and how you ensured accuracy and timeliness.
  • Give an example where you identified an emerging issue, developed key messages, and executed a media plan (e.g., press release/advisory, interview prep, social posts, podcast/webcast segment). Describe how you selected outlets and spokespeople, coordinated approvals, prepared principals for on-camera or print interviews, and managed Q&A. Include metrics (placement, reach, accuracy, timeliness, sentiment) and note any follow-up communications to commissioners/board staff.
