Job Description and Duties

This position is located in the city of Sacramento.

Under general supervision of the Information Technology Supervisor II, the Information Technology Associate (ITA) develops, implements, operates, maintains, and supports the Department of Rehabilitation's (DOR) enterprise application systems and related data transfer efforts. Provides technical support for ITSD and DOR business units to maintain user satisfaction and ensure acceptable service levels are achieved with regard to systems and services provided by ITSD. The ITA works in coordination with other areas of the Information Technology Services Division (ITSD) in functional and cross functional teams to resolve technical issues. The ITA also serves as a resource for our Quality Assurance and Testing Services team on testing efforts for application upgrades and releases.

ESSENTIAL JOB FUNCTIONS:

Performs the following duties:

User Management: Develops, administers, and maintains user access in alignment with State and department security guidelines. Works with ITSD and business areas to process user account additions, changes, and removals. Manages security groups, organizational units, group policies, and delegated administrative permissions to ensure proper authentication, authorization, and access control. Works with stakeholders to identify and document system requirements. Reviews business processes and operational needs to confirm that proposed IT solutions support required objectives and meet State and department standards. Ensures all required system documentation is created and maintained. Prepares technical and user information that supports configuration, operation, and maintenance activities. Provides training to end users and technical staff to support successful deployment and ongoing system use.

Database Administration: Updates standards, procedures, and controls to ensure proper installation, configuration, maintenance, security, reliability, and availability of department systems and databases. Deploys IT solutions to the production environment by coordinating with stakeholders and ITSD staff to confirm systems are stable and fully operational. Identifies and analyzes issues that affect the performance and efficiency of department data systems and prepares recommendations that support effective and reliable system operations.

Systems Maintenance and Daily Operations: Plans and manages system version upgrades by reviewing release notes and updating test and production environments with new releases. Maintains and operates the department database servers, storage, and virtualization platforms by staying current with supported hardware and software standards, updating system documentation, and applying needed software or hardware updates to protect confidentiality, integrity, and availability. Administers and supports all department database and application systems in coordination with ITSD and business units. Works with field support staff and external service providers to troubleshoot and resolve connectivity issues to ensure usability and availability of these services.

ADHOC Reporting: Consults with customers to clarify requests and to understand business needs. Designs, codes, tests, and document programs and database interface modules. Creates interfaces that allow customers to generate their own reports and access needed information in a clear and efficient manner.

MARGINAL JOB FUNCTIONS:

Technical Skills Development and Continuing Education: Continuously develop and enhance core management, IT skills and knowledge by ensuring thorough familiarity with the available tools, methods and procedures to complete assignments, research, investigate, and keep abreast of trends in IT, attend training, conferences, and webinars.

Other Duties: Performs other related duties, including, but not limited to other duties as identified by division leadership, including, but not limited to, attend training and meetings, conduct research and analysis, develop technical and administrative documents, supervise staff on a temporary basis, and perform a wide range of leadership, management, and staff functions as identified and required. Prepare correspondence to communicate with customers, stakeholders, control agencies, and other state entities.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Working Conditions

The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting. Strong interpersonal skills are required to interact effectively with consumers, the public, colleagues, and other stakeholders.

Statement of Qualifications

The Statement of Qualifications (SOQ) is a narrative discussion of how your education, experience, skills, and training meet the minimum and desirable qualifications to qualify you for the position. It serves as documentation of your ability to present information clearly and concisely in writing.
