Job Description and Duties

Under the general supervision of the Information Technology Manager I, the incumbent works as a business analyst team member within the Chamber Management and Customer Relations Section of the Chamber and Committee Division providing information technology technical and analytical support for the California State Legislature. As a business analyst, the incumbent performs as a team member on project and support teams that provide technical expertise, support, and training for legislative applications and business processes for the Assembly and Senate Chamber Systems. The incumbent provides on-site and offsite support to assist legislative customers with information technology problems and business process questions. The incumbent analyzes, troubleshoots, and resolves Assembly and Senate Chamber Systems computing problems, and analyzes, documents, and facilitates the resolution of information technology and business process problems by working collaboratively with other IT specialists of the Office of Legislative Counsel (OLC). The incumbent is required to work overtime to meet workload demands; to work cooperatively with peers, teams, management, and any other persons contacted during the course of duties; to model excellence in information technology and customer service; and to adhere to professional business attire due to direct customer contact. Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, the schedule may be adjusted as overtime on weekdays, weekends, and holidays is required during peak times of the year. Peak times generally fall within the legislative session, which is January through September.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 2+ years of experience providing in-person customer service
  • 2+ years of experience with Microsoft Office Suite and providing training to customers
  • 2+ years of experience with the use of word processors, spreadsheets, presentations, email, browsers, and internet protocol
  • 2+ years of experience with testing methods and procedures, and reading and interpreting business requirements, systems design, and program specifications
  • Knowledge of the OLC's customers' business environment and practices
  • Knowledge of project management techniques and technical report writing
  • Knowledge of the legislative process
  • Proficiency with systems analysis methods, networking technologies, and protocols to support PCs and workstations
  • Proficiency in writing clear and concise problem analysis and standard operating procedures
