TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Assistant Superintendent of the Office of Information Technology Services, the Information Technology Director:

  1. LEADERSHIP AND PLANNING:

a) Leads the development of strategic and operational plans for enterprise systems and solutions for the Hawaii State Department of Education.

b) Based on current and future department requirements and emerging technologies in the industry, develops strategies and plans for future changes and additions to services and solutions provided.

c) Develops, convenes, and leads committees and advisory groups which may include technology experts, business/functional stakeholders and subject matter experts, end-users, etc. to promote and improve planning, priorities, implementation, and support of enterprise systems and solutions.

d) Liaises with department leadership, school administrators, technology staff, end-users, internal/external stakeholders on matters relating to enterprise systems and solutions.

e) Provides expert consultation and guidance for acquisition, deployment, and management of enterprise systems and other solutions that may impact or require resources of core enterprise systems, solutions, and staff, as well as to ensure alignment with technology and department strategy and plans.

f) Represents the department and information technology office by serving as a technology expert on committees, boards, task forces, etc. related to enterprise systems and solutions, as well as presenting information to various groups at the department, state, national, and international level.

g) Serves as a member of the Office of Information Technology Services (OITS) leadership team, actively participates and contributes in the planning and implementation of strategic technology initiatives, department and technology plans and strategies, problem/issue resolution and solutions.

h) Monitors and researches trends and best practices within the technology and education industries to anticipate strategic direction changes, needs, opportunities, and impacts for OITS and the department.

  1. ORGANIZATIONAL AND OPERATIONAL MANAGEMENT:

a) Develops priorities for the branch, in alignment with technology, department, and other strategic plans and directions, as well as based on technical and resource opportunities and/or constraints, vendor/product road maps, and other technology and education industry information.

b) Manages branch staffing resources including recruitment, hiring, orientation/on-boarding, performance evaluation/management, and other staff resourcing and management activities.

c) Identifies and implements a professional development and learning strategies to build and maintain institutional and staff knowledge and growth.

d) Develops and organizes procedures, guidelines, technical and other documentation for current and future enterprise systems and solutions, capabilities, and services.

e) Develops and organizes procedures, guidelines, technical and other documentation for current and future enterprise systems and solutions, capabilities, and services.e) Manages branch fiscal resources including development and oversight of the branchs annual budget and expenditure plans, technology acquisition processes (solicitation, contract development and execution, vendor management), annual licensing management and renewals; practices sound and ethical fiscal accountability methods.

f) Develops, implements, and monitors corrective actions as required in response to audits.

g) Oversees and directs the daily operations of the branch for and through direct reports.

h) Effectively communicates information, plans, strategies, etc. of the department and its leadership to branch staff to ensure appropriate input, actions, and implementation occurs and aligns to strategic direction.

i) Develops and oversees the effective development, management, maintenance, and controls for enterprise systems and solutions including ensuring compliance with relevant policies, regulations, laws, and mandates.

j) Develops and oversees a process of continuous improvement of all branch resources and processes including the identification of areas of improvement, opportunities, and gaps; solicits input from branch staff, OITS leadership, and other impacted stakeholders to ensure collaboration and input results in successful improvements and operations; anticipates, identifies, and resolves complex obstacles to the success of the overall program as well as specific projects.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelors degree in information and computer sciences, or a bachelors degree in business administration with specialization in management information systems.

Experience: Nine (9) years of responsible professional experience in electronic processing systems analysis and/or computer programming of which five (5) years shall have been in an education agency, program or system including two (2) years of supervision of professional staff in information systems development or related functions.

Desired Experience: Seven (7) years of responsible specialized experience in information systems and data warehouse development/management on an enterprise-wide scale and scope, of which three (3) years must have been supervisory in nature and two (2) years included the management of multiple projects in various technologies and functions. Experience supervising other supervisors.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge: Computer and data systems; computer programming; electronic data processing; information systems in organizations; database systems; statistical data analysis; information systems analysis and design; management and organizational behavior; productivity management; principles and practices of supervision; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.

Desired Knowledge: Software development life cycle; quality assurance practices; project management; IT leadership; theories, principles, and practices of IT; operation and management of enterprise systems including on-premise and cloud-based; operation and management of enterprise technology in a K12 education system; personnel management; conflict resolution techniques; strategic planning; innovative, emerging, and state-of-the-art principles, concepts, and technology associated with enterprise systems and solutions; applicable state and federal laws, rules, regulations, and policies that apply to the provision of information technology services in a K12 education setting.

Ability to: Plan, direct, coordinate and evaluate central staff services in information systems; recommend changes in procedures and practices to improve efficiency and economy; deal effectively with federal, state and departmental officials to accomplish program goals and objectives; provide department-wide advice; communicate effectively with others both orally and in writing; operate computer and various business machines.

Desired Ability to: Provide leadership, direction, and management to a diverse staff with diverse but related programs; develop and implement short-term and long-term strategic and operational plans; apply knowledge of IT programs in an educational setting; evaluate program and staff performance and growth; effectively communicate verbally (interpersonal and public) and in writing with various audiences (staff, end-users, leadership, high level officials, etc.), including sensitive matters; effectively and ethically manage resources (fiscal, personnel, contracts, etc.); establish and maintain effective working relationships with branch staff, IT and department leadership, school administration and staff, high level officials in other state, community, and private organizations; perform administrative tasks related to the daily operation and future direction of the branch.

Supplemental Information

SALARY RANGE: EOSR-10, $130,120 to $184,201.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $130,120.

NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicants exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.

12-month certificated employees enjoy a range of competitive benefits:

  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employees enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employees social security account.
  • Workers Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employees job is excluded from collective bargaining.
