Position Contingent Upon Contract Award

 

JOB TITLE: Information Technology (IT) Management Specialist
LOCATION: Port Hueneme, CA | Center for Seabees and Facilities Engineering (CSFE)
STATUS: Full-Time, Exempt, Salary
CLEARANCE: Ability to obtain a Common Access Card (CAC)

Carley is seeking aIT Management Specialist to support CSFE in Port Hueneme, CA. This contract-contingent role requires daily onsite support, the ability to obtain and maintain required security credentials, including a CAC, up to 10% travel, and the ability to lift up to 50 lbs. on limited occasions.

 

What You'll Do at Carley

  • Analyze and define data requirements, system specifications, and information management needs in support of CSFE training modernization and CTC/RRL efforts.
  • Support database maintenance and development activities, including data organization, storage, retrieval, reporting, and quality control processes.
  • Design, normalize, develop, install, and implement databases or data tracking tools used to support training development, project tracking, and reporting requirements.
  • Maintain, monitor, troubleshoot, and improve data systems, workflow tools, and reporting mechanisms, including performance tuning, backup/recovery coordination, and data integrity checks as applicable.
  • Install, configure, maintain, and support approved database management systems, learning support systems, SharePoint sites, workflow tools, and related business applications.
  • Analyze and plan for anticipated changes in data capacity, system usage, workflow requirements, and reporting needs.
  • Develop and administer data standards, naming conventions, policies, procedures, trackers, and documentation to support consistent use of training and program information.
  • Develop and support data mining, data warehousing, reporting, dashboarding, or workflow automation processes as needed.
  • Evaluate and recommend new or improved database technologies, system workflows, architectures, and reporting approaches to improve program efficiency.
  • Analyze systems requirements in response to business requirements, risks, costs, and mission needs.
  • Evaluate, select, verify, validate, and integrate system software, hardware, and application components within the approved operating environment.
  • Monitor and fine-tune system and workflow performance; identify bottlenecks, recommend corrective actions, and support continuous improvement.
  • Support users in Navy training environments using tools such as Microsoft Office 365, Teams, SharePoint, LMS/LCMS/LAS/CDS tools, AIM CPM/LO Module, and other approved browser-based instructional or business applications.
  • Ensure rigorous application of information security, information assurance, access control, and Navy/DoD data handling policies in the delivery of data management and systems support services.
  • Prepare system documentation, status reports, data summaries, and technical information for leadership, project teams, and Government stakeholders.
  • Perform other duties and support projects as assigned and needed

What You'll Bring

  • Minimum of 5 years of related experience in training development and computer systems/applications.
  • Experience analyzing and defining data requirements, system specifications, reporting requirements, and workflow needs.
  • Experience supporting database design, development, implementation, maintenance, monitoring, performance tuning, backup, and recovery activities.
  • Experience installing, configuring, or maintaining database management systems, system software, workflow tools, business applications, or approved training support systems.
  • Experience developing or administering data standards, policies, procedures, documentation, trackers, and reporting systems.
  • Experience with data mining, data warehousing, data analysis, business intelligence, dashboarding, workflow automation, or system utilization reporting preferred.
  • Experience evaluating and recommending new database technologies, systems engineering approaches, software tools, or process improvements.
  • Experience integrating hardware and software components and supporting system quality, functionality, and performance. Strong proficiency with Microsoft Office 365 applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
  • Experience with Navy or DoD training systems, learning management systems, curriculum development systems, AIM CPM/LO Module, CDS, LMS/LCMS/LAS, or similar training technology environments preferred.
  • Ability to support onsite collaboration with Government Subject Matter Experts, program/project management teams, instructional systems personnel, technical writers, and media support personnel.
  • Strong analytical, technical writing, troubleshooting, organization, customer service, and communication skills. 
  • Ability to work within established Pacific Time work hours and maintain availability during core work hours of 0900 to 1500 Pacific Time.
  • Must have, or be able to obtain and maintain, all required background investigation/fingerprint documentation, CAC credentials, and system access approvals required to access a military installation and perform assigned duties.
  • Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED. 

Preferred Qualifications

  • Experience supporting Department of Defense (DoD) or Navy programs
  • Experience supporting training, readiness, manpower, personnel, or operational analytics initiatives
  • Experience working with enterprise data systems, relational databases, or cloud-based analytics environments
  • Experience supporting predictive analytics, machine learning, or artificial intelligence initiatives
  • Experience developing executive-level dashboards and performance metrics
  • Familiarity with Navy training systems, CETARS, FLTMPS, or related Navy data environments
  • Experience supporting process improvement or data modernization initiatives

What It's Like to Work at Carley

This onsite position is located at a military training school/base in Port Hueneme, CA and is contingent upon contract award. Qualified candidates may be asked to sign a non-binding Letter of Intent (LOI). If Carley is awarded the contract, selected candidates may receive a formal offer, contingent upon customer approval and completion of all required onboarding requirements.
