Hiring Range: This position has a compensation range that spans the salary threshold for Washington State, which means that this position may be classified as either non-exempt (hourly) or exempt (salaried), depending on the candidate's qualifications, including education, experience, and other relevant factors.
Non-Exempt (Hourly): $36.15 - $38.54 per hour
Exempt (Salaried): $80,168.40 - $93,984.80 per year

Kitsap Mental Health Services (KMHS) is seeking an Information Technology Manager to lead the agency's Systems Administration and Help Desk teams. This position helps ensure technology systems remain secure, reliable, and available to support daily operations and client care. The role provides technical leadership for infrastructure, cybersecurity, and service delivery while supporting the continued growth of the agency's technology environment. Primary Responsibilities:
- Provide technical leadership for infrastructure, systems administration, cybersecurity, and end-user support functions.
- Maintain secure, reliable, and cost-effective technology standards, procedures, and documentation.
- Oversee daily cybersecurity operations, including endpoint protection, access management, patching, email security, and vulnerability management.
- Coordinate incident response, security assessments, audits, remediation efforts, awareness activities, and policy compliance initiatives.
- Report cybersecurity risks, incidents, and recommendations to leadership.
- Manage Help Desk operations, infrastructure services, backups, restoration activities, and overall service delivery.
- Prioritize and assign operational, support, maintenance, security, and project-related work.
- Monitor service performance, workloads, operational trends, and system reliability to improve service delivery.
- Manage technology-related components of the agency's business continuity and disaster recovery program.
- Partner with department leaders to identify critical systems, recovery priorities, dependencies, and continuity risks.
- Coordinate continuity testing activities and corrective actions.
- Manage technology, infrastructure, systems, and cybersecurity projects from planning through implementation and operational transition.
- Coordinate efforts between IT staff, agency departments, vendors, and project stakeholders.
- Communicate project progress, risks, resource needs, and key decisions.
- Serve as a liaison between Information Technology and agency departments.
- Communicate technical information effectively to leadership and staff.
- Maintain appropriate staffing levels and after-hours coverage.
- Establish team priorities, responsibilities, and performance expectations.
- Represent Information Technology in meetings, workgroups, and vendor engagements.
- Oversee Information Technology Team operations.
- Provide leadership, coaching, development, and supervision to System Administrators and Help Desk Technicians.
- Participate in hiring, onboarding, training, and performance management activities.
- Collaborate with the Senior Director of Information Systems in the completion of annual performance reviews.
Minimum Qualifications:
EDUCATION: High school diploma or GED.
EXPERIENCE: Ten or more years of progressively responsible information technology experience, including infrastructure, systems administration, technical support, or cybersecurity. Three or more years of supervisory experience including development of staff, assigning work, and addressing performance.
Preferred Qualifications:
EDUCATION: Bachelor's degree in information systems required, telecommunications, or other relevant field.
EXPERIENCE: Experience in managing technology teams in healthcare, behavioral healthcare, or another regulated environment.
CERTIFICATIONS: Relevant technical, cybersecurity, project management, business continuity, or leadership certifications.
Performance Requirements:
KNOWLEDGE:
- Proficiency in using word processors, spreadsheets, and database management products is necessary.
- Knowledge of HIPAA, HITECH, 42 CFR Part 2, and other healthcare privacy and security requirements.
- Knowledge of Microsoft 365, Active Directory, Windows Server, virtualization technologies, enterprise technology, endpoint and mobile device management.
SKILLS:
- Good independent judgment and strong interpersonal skills. Organize projects, prioritize work schedules to meet deadlines, and work independently.

- Explain technical information to both technical and nontechnical audiences.
- Manage multiple priorities and respond effectively during technology outages or cybersecurity incidents.
- Work well with clinical and administrative departments.
