WHO WE ARE

The Enterprise Project Management Office (EPMO) within the Department of Technology & Enterprise Business Solutions (TEBS) drives the delivery of strategic technology initiatives by applying defined project management methodologies, standardized governance, and continuous improvement aligned with organizational goals. The EPMO establishes enterprise-wide project management standards, provides governance oversight, manages project intake and prioritization, and supports the delivery of technology initiatives across County departments and agencies. This team plays a critical role in enabling successful enterprise technology modernization while strengthening project execution discipline and stakeholder accountability across the organization.

WHO WE ARE LOOKING FOR

The Department of Technology & Enterprise Business Solutions (TEBS) is recruiting for an Information Technology Project Manager (TEBS Professional Information Technology Project Manager), Grade N31, to support the Enterprise Project Management Office in delivering projects and workstreams, establishing governance, and enabling the successful execution of enterprise technology initiatives. This role will plan and execute technology projects and workstreams, serving as an operational and governance resource to the Chief Enterprise Project Officer and project managers across the portfolio, with a focus on governance framework administration, Smartsheet administration, template development, stakeholder training, and executive reporting.

What Youll Be Doing

This role is critical to delivering enterprise technology initiatives, strengthening EPMO capability, and enabling project managers and leadership to effectively plan, execute, and govern technology projects and workstreams across the organization.

Key Responsibilities:

Project & Workstream Delivery

  • Plan and execute assigned technology projects and workstreams through all phases of the project lifecycle
  • Develop and maintain project plans, schedules, budgets, and deliverable tracking in Smartsheet and other tools
  • Manage project scope, monitor progress against milestones, and track changes to scope, timelines, and deliverables
  • Coordinate project activities, dependencies, and stakeholder communication
  • Prepare and deliver status reports to stakeholders and leadership
  • Identify, assess, and manage project risks and issues; implement mitigation strategies
  • Ensure project deliverables meet quality standards and acceptance criteria
  • Participate in project reviews and governance processes

EPMO Governance & Process Administration

  • Assist the Chief Enterprise Project Officer with administering project governance frameworks, stage gate processes, and governance audit procedures per established EPMO standards
  • Configure and maintain Smartsheet workspaces, dashboards, sheets, and workflows to support EPMO governance processes, project tracking, and reporting
  • Support project intake administration by helping manage intake workflows and evaluation processes
  • Assist with setting up project governance for new projects
  • Conduct governance audits to assess compliance with EPMO standards and document findings

Project Management Templates & Tool Development

  • Build and maintain standardized project management templates and tools in Smartsheet across the EPMO portfolio (e.g., project charters, status report formats, risk and issue logs, RAID logs, deliverable trackers, stakeholder engagement plans)
  • Update and refresh EPMO templates and tools to reflect process changes and lessons learned
  • Build reusable Smartsheet templates and workflows to enable consistent project setup and reporting across projects
  • Provide guidance and coaching to project managers on the use of EPMO templates, tools, reporting standards, and best practices

Executive Reporting & Administrative Support

  • Assist with compiling executive-level status reports, steering committee materials, and portfolio-level dashboards
  • Manage EPMO administrative functions, including project documentation, file organization, and records management
  • Support preparation of governance decision packages, escalation summaries, and executive briefing materials
  • Maintain project management documentation and Smartsheet records that reflect scope, schedule, budget, and deliverable changes

Stage Gate & Governance Scheduling

  • Schedule and coordinate stage gate reviews and governance meetings per EPMO process
  • Prepare stage gate agendas, go/no-go evaluation materials, and decision documentation
  • Track and communicate governance milestones and review schedules across the project portfolio

Stakeholder Training

  • Develop and deliver training to project stakeholders on Smartsheet functionality
  • Create training materials, quick reference guides, and how-to documentation for EPMO tools and processes
  • Provide ongoing support and coaching to users on Smartsheet configuration, reporting, and governance workflows

AI Tools & Digital Capability Support

  • Support implementation of AI tools in Smartsheet and other EPMO systems
  • Assist with AI-supported workflows for project management, reporting, and process support

Continuous Improvement & Process Optimization

  • Identify opportunities to improve project execution, EPMO processes, and Smartsheet configurations
  • Monitor project management effectiveness and recommend refinements to templates and tools
  • Contribute to lessons learned documentation and post-project reviews
  • Support governance assessments to identify process improvements

Minimum Qualifications

EDUCATION: Bachelor's degree in information technology, computer science, business, communications, or a related field from an accredited college or university

EXPERIENCE:

  • Six (6) years of professional, hands-on experience as a project or program manager
  • Current CAPM (Certified Associate Project Manager) certification or an equivalent project management credential
  • Demonstrated experience with Smartsheet administration and workspace configuration
  • Strong understanding of project management methodologies, including Waterfall, Agile, and hybrid approaches
  • Experience supporting or delivering technology projects or workstreams within government or public-sector environments
  • Proficiency with cloud-based project management and communication tools
  • Understanding of the software development lifecycle (SDLC) and IT project delivery
  • Experience with data analysis and reporting in a project management environment
  • Familiarity with AI tools and their application to project management and business processes
  • Experience developing communication plans and engagement strategies for project stakeholders and end users
  • Experience delivering training and building stakeholder capability on tools and processes
  • Strong organizational skills, attention to detail, and the ability to manage multiple tasks and stakeholders simultaneously
  • Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences
  • Proven problem-solving and critical-thinking skills
  • Ability to work effectively both independently and as part of a team
  • Experience managing remote and hybrid team environments

EQUIVALENCY: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills that are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements. Licenses, Registrations, Certifications, or Special Requirements: Certification in an industry-standard project management methodology is recommended.

PROBATIONARY PERIOD: Individuals appointed or promoted to non-bargaining unit positions in this class will be required to serve a probationary period of twelve (12) months if appointed and six (6) months if promoted, during which time performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
