Duties Description Under the direction of the Manager of Engineering Systems, the Information Technology Specialist 3 (Programming) performs advanced application development activities for the Engineering Systems team. Staff in this role are responsible for building, configuring, enhancing, and maintaining custom in-house and commercial systems, with a strong emphasis on engineering applications, GIS-based solutions, and spatial data integration. This position supports the development and administration of applications within NYSTA's Esri ArcGIS Enterprise environment, including spatial analysis tools, system interoperability, data visualization, map services, feature layers, and the integration of geospatial data with business and engineering systems. In addition, the ITS 3 (Prog) collaborates with other IT specialists and business units to identify requirements, resolve technical issues, and ensure systems are secure, reliable, and aligned with Authority needs. The ITS 3 (Prog) performs at an advanced technical level and may supervise subordinate staff or consultants. The ITS 3 (Prog) performs a combination of technology-related activities in complex systems analysis, spatial data integration, GIS application design and development, engineering application support, debugging, quality assurance, security, systems performance, and compliance with applicable legislative requirements, standards, and best practices. This position will also complete other duties as assigned.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law.
Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organizations information technology architecture and business needs.
Minimum Qualifications Substitution: A bachelors degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelors or higher-level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $83,294 up to Job Rate $117,293.
Recruitment & Retention Pay: $7,000
