Job Description and Duties
Do you enjoy working in a fast-paced environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Senior Software Technical Specialist with experience working on Oracle APEX platform, Oracle DB 19, BI Publishing Servers, and Power BI systems as well as knowledge of SDLC methodologies and software development best practices, secure application development practices, and information security principles.

Under the direction of the Information Technology Supervisor II (IT Sup II), Oracle APEX Application Development, the Information Technology Specialist I (IT Spec I) serves as the Application Development & Maintenance (ADAM) Bureau's Senior Software Technical Specialist and lead application developer. The incumbent is responsible for leading the analysis, design, development, implementation, maintenance, and support of complex enterprise business applications and services supporting the Department's mission-critical operations. The incumbent is expected to take the lead in database design, data analysis, and front-end development of an application suite using various platforms. The incumbent assists with the ADAM Bureau's Maintenance & Operations (M&O) process by resolving priority APEX application issues and training/mentoring team members to effectively work on Oracle APEX platforms. As a key member solving critical business problems for the Department and division, the incumbent utilizes prescribed technology standards and methodologies, adhering to the California Department of Insurance (CDI) System Development Lifecycle (SDLC) framework. The incumbent must independently research and integrate emerging technologies using state-prescribed methods and compliance standards.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
Ability to work in a high-rise office building
Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc.
The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel may include overnight stay.
Overtime may be required.
