Job Description and Duties

This position is located at the DMV Headquarters in Sacramento.

Under direction of the Information Technology Manager I, the IT Specialist II will be responsible for implementing the most complex design and coding enhancements, interfaces, and upgrades; optimization of system performance and maintenance for the systems associated with the group. The ITS II is especially responsible for managing the legacy system and acts as a subject matter expert and advisor on proposals that have a significant impact on the organization's business. The IT Spec II would have primary responsibility for providing technical support for Software Engineering and System Engineering domains, including, but not limited to Application Support, Software Development, System Administration, System Integration, Business Analysis and Performance Management, and Technical Writing. The ITS II must have extensive business knowledge expertise and technical skills in order to ensure our programming meets quality and security standards and departmental and Industry coding standards set forth by the State and the department. The ITS II is expected to make key decisions regarding system conversion, to perform substantial system analysis, system software upgrades and conversion efforts. This classification will exhibit a high level of technical leadership capabilities and be an integral part in the high impact decision-making processes related to the departmental system upgrades and conversion efforts.

Working Conditions

Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.

This position may be required to work on weekends and off shift hours. Telework available but may change due to the governor's directive to work in the office four days a week. Telework requires California residency.

The IT Specialist II will perform a variety of tasks requiring innovative problem solving within a wide range of technologies, mainly the Assembler and COBOL in support of the Department of Motor Vehicles' (DMV) critical 24x7 infrastructure. Knowledge of current industry standards, best practices, and trends related to the software development lifecycle. Knowledge of the principles, methods, and procedures for designing,developing, optimizing, and integrating applications and systems in accordance with best practices. Knowledge of architecture, processes, programming, design, applications, and data environments, to implement the department's most complex projects and initiatives. Ability to develop and maintain standards and procedures to support and ensure consistency during the development, implementation and maintenance of applications and systems. Ability to analyze needs and product requirements to create functional application and system designs. Ability to monitor and review software development activities to ensure compliance with specifications, requirements, and standards. Ability to serve as technical expert for application and system development. Comply with security policies and procedures established by the data owners and the Information Security Officer. Implement the technical means to preserve the integrity and security of the department's information assets and manage the risks associated with those assets. Advise the data owners and the Information Security Officer of control vulnerabilities and recommendations for alternatives that enhance data security and integrity for existing and developing systems.
