Job Description and Duties

Under the administrative direction of the Chief Information Officer (CIO) of Information Technology Services, the incumbent serves as the CalRecycle Lead Enterprise Architect and Administrator and will be considered the Cal Recycle expert for Enterprise services integration, adaptation, troubleshooting, and routine maintenance. Will serve as an expert technical specialist performing the most complex enterprise IT infrastructure projects. Will have a broad and deep knowledge of existing and emerging enterprise architecture and technologies and the ability to architect and lead complex enterprise infrastructure solutions implementations and projects. The incumbent performs a wide variety of tasks requiring complex technical problem solving including at times when guidance may not be readily available. The incumbent develops, optimizes, and applies architecture solutions for the benefit of the overall organization, and plays a major role in advising management on information technology strategy and policy within the organization. Also expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and solicit/consider internal/external customer input when completing work assignments.

The duties of this position fall primarily under the System Engineering, Information Technology Project Management, and Information Security Engineering domains.

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience leading ServiceNow enterprise architecture, creating platform roadmaps, evaluating new features, and defining architectural standards. Ability to align platform design with organizational IT strategy and collaborate effectively with IT leadership and business stakeholders. Ability to contribute to IT strategic planning, cross-departmental initiatives, audits, and projects beyond ServiceNow as needed.
  • Demonstrated ability to govern platform enhancements, prioritize work, and enforce development/configuration standards. Experience managing documentation, licensing, governance processes, vendor relationships, and leading OCM activities.
  • Hands on experience administering ServiceNow, including access management, security roles, configurations, workflows, and performance monitoring. Ability to manage upgrades, releases, integrations, and troubleshoot platform issues. Experience delivering training and supporting users and IT teams.
  • Strong knowledge of ServiceNow architecture, modules, integrations, and best practices. Demonstrated ability to resolve complex issues and design scalable, secure solutions.
  • Proven ability to work with technical teams, business users, management, and vendors. Strong communication skills with the ability to explain technical concepts clearly. Experience providing mentorship and technical leadership.

  • Certified System Administrator/Certified Application Developer/Implementation Specialist certification(s).
