Position Overview

Supervise Information Technology for a Critical Access Hospital system, ensuring reliable, secure, and cost‑effective IT operations that support clinical care, regulatory compliance, and business continuity. Lead the Help Desk, cybersecurity, technical operations, project delivery, system integrations, policy and budget management, and vendor and specific personnel management across the hospital and affiliated clinics.

Key Responsibilities

• Help Desk: Oversees the Help Desk personnel and the timely assignment, action on, and closure of trouble tickets.
• Technical Operations: Oversee portions of the day‑to‑day IT infrastructure, including networking, desktops, endpoint management, backup, and disaster recovery.
• Project Management: Plan, prioritize, resource, and deliver IT projects on schedule and on budget using formal project management practices; maintain project portfolio, status reporting, and post‑implementation reviews.
• Cybersecurity and Compliance: Lead information security program including managing the Network and Security Analyst I, risk assessments, vulnerability management, incident response, identity and access management, security awareness training, and HIPAA/HITECH compliance.
• Systems Integration: Lead integrations between EHR, ancillary clinical systems, financial systems, and third‑party services; ensure data integrity, interoperability standards, and HL7/FHIR where applicable.
• Policy and Governance: Develop and maintain IT policies, standards, procedures, and change control processes; chair or participate in IT governance and clinical‑IT committees. Also functions as the hospital's HIPAA Security Officer.
• Budget and Vendor Management: Prepare and manage IT operating and capital budgets; negotiate and manage vendor contracts, SLAs, and service relationships to ensure value and continuity.
• People Management: Recruit, develop, and manage Help Desk staff as well as the Network and Security Analyst I. Set objectives, conduct performance reviews, mentor technical staff, and build a resilient on‑call rotation.
• Business Continuity and Disaster Recovery: Maintain and test DR and business continuity plans; coordinate recovery exercises and ensure rapid restoration of critical systems.
• Operational Metrics and Reporting: Define and track KPIs such as uptime, mean time to repair, incident counts, project delivery performance, security metrics, and budget variance; report to the IT Director.

Required Experience and Skills

• Education: Bachelor's degree in Information Technology or Computer Science, or related work experience.
• Years of Experience: Minimum of 5 years in IT with at least 3 years in management or leadership role supporting healthcare environments.
• Healthcare IT Knowledge: Direct experience supporting hospitals or health systems, familiarity with EHR & ERP systems, PACS, clinical workflows, and regulatory requirements such as HIPAA.
• Technical Competencies: Expertise in virtualization platforms), server and storage architecture, networking (LAN/WAN), cloud services, VOIP Tele-communications, backups, and endpoint management.
• Cybersecurity Expertise: Proven experience building security programs, performing risk assessments, and managing incident response. Deep knowledge of IAM, SIEM, endpoint protection, and vulnerability scanning.
• Integration Skills: Experience with healthcare integrations (HL7, FHIR, APIs, Etc.), interface engines, and third‑party system integrations.
• Project Management: Demonstrated ability to manage multiple concurrent projects using PMI, Agile, or equivalent methodologies.
• Financial Acumen: Experience creating and managing IT budgets, forecasting, cost control, and vendor contract negotiation.
• People and Vendor Management: Strong leadership, coaching, vendor selection, and contract oversight skills.
• Communication: Clear, concise communicator able to present technical information to clinicians, leaders, executives, and boards in laymen's terms..
• Problem Solving: Strong analytical skills with a track record of diagnosing complex technical issues and implementing sustainable solutions.

Preferred Qualifications

• Certifications: CISSP, CISM, PMP, ITIL, or VCP preferred.
• Experience: Rural or Critical Access Hospital operations and constrained resource environments.
• Operations: Familiarity with cloud migrations, SaaS management, and modern identity platforms (Okta, Azure AD).

Outcomes and Key Performance Indicators

• System Availability: Maintain critical system uptime target (example: 99.9% for core clinical systems).
• Security Posture: Reduce critical vulnerabilities, maintain timely patching, and meet compliance audit requirements.
• Project Delivery: Deliver projects within agreed scope, schedule, and budget targets.
• Budget Management: Keep IT within approved budget and achieve cost savings or value through vendor negotiations.
• Staff Performance: For Direct Reports, maintain high team engagement and low turnover while achieving SLAs and response times.

Reporting and Work Environment

• Reports To: Director of Information Services and Technology.
• Team: Direct reports include Help Desk Personnel and the Network and Security Analyst I.
• Location: Position based on-site with travel to satellite locations, and vendor sites as needed.
• Schedule: Regular business hours with on‑call responsibilities and periodic after‑hours support during incidents or projects.
