Minimum Qualifications

The IT Systems Administrator plays a critical role within the Communications, Information & Technology Department of the Network & Transport Division. The incumbent in this position will be responsible for supporting IBM Z/OS-based systems with a primary focus on the administration, operation, and performance of CICS and RACF environments. The incumbent will perform daily system administration tasks, maintain system integrity, manage access controls, and support mainframe-based application workflows.

Responsibilities include standard administrative duties such as managing CICS regions, updating resource definitions, performing RACF security administration, and monitoring subsystem performance. The role also requires the use of specialized IBM and third‑party software tools to analyze transactions, trace and debug communication paths, and troubleshoot performance or integration issues between web applications and CICS subsystems. This includes working closely with vendors and application developers to identify root causes of system, security, and performance issues and to ensure stable and efficient end‑to‑end operations.

Additional duties include analyzing vendor software, participating in system upgrades, supporting security audits, identifying security gaps, and ensuring compliance with internal cybersecurity and access‑control policies. The incumbent must be able to review system workflows, research issues, recommend corrective actions, and contribute to the design, implementation, and optimization of mainframe operational processes. Effective coordination with internal teams, vendors, and developers is essential for successful delivery of services and maintenance of service‑level commitments. The incumbent will need to work on after-hours and weekend disaster recovery and upgrade events when needed.

The role requires strong communication skills to document processes, clearly articulate technical findings, and convey proposed solutions. The incumbent will interact with stakeholders at all levels and must maintain effective working relationships with colleagues, supervisors, and external partners.

Preferred Skillset:

• Experience administering IBM mainframe environments, including CICS and RACF.
• Experience with mainframe communications, transaction tracing, systems analysis, workflow management, and performance troubleshooting.
• Experience using IBM diagnostic tools, monitoring utilities, transaction analyzers, and security administration tools.

The incumbent must meet a CJIS background check administered by the Sheriff's Office and will be required to be available for on‑call after‑hours support. The job is onsite for the first year, then it may offer hybrid opportunities in the future. You may be required to serve during emergencies in an on‑site role to provide emergency support.
