Oxford Solutions is working with a growing engineering organization to identify an experienced Infrastructure & Mobility Group Manager to lead transportation planning and design efforts across Pennsylvania. This senior leadership role is ideal for a licensed Professional Engineer (PE) with a strong background in roadway and highway engineering who is ready to oversee project delivery, mentor staff, and drive client growth within the transportation sector.

As Infrastructure & Mobility Group Manager, you will provide strategic direction and operational oversight for transportation projects serving state and municipal clients, including PennDOT-related work. You will lead Project Managers and engineering staff, ensure consistent project performance, and directly manage select high-impact projects.

Responsibilities

  • Lead, mentor, and develop a high-performing transportation team across multiple locations
  • Oversee project execution to ensure delivery on schedule, within budget, and aligned with scope and quality standards
  • Manage group performance, including staffing strategy, workload balancing, and financial oversight
  • Provide hands-on leadership to Project Managers, supporting accountability and professional growth
  • Serve as primary client contact for key transportation accounts, maintaining strong, trusted relationships
  • Guide resolution of technical, schedule, and budget challenges
  • Contribute to business planning and drive growth through client engagement and proposal leadership
  • Lead or support pursuit efforts, interviews, and strategic positioning within the transportation market
  • Navigate public processes and municipal approvals associated with infrastructure projects
  • Represent the organization within industry associations and professional networks

Qualifications

  • Bachelor’s degree in Civil Engineering or related field
  • Active Professional Engineer (PE) license required
  • 15+ years of experience in transportation, roadway, or highway engineering
  • Minimum 5 years of project management experience
  • Strong familiarity with PennDOT and/or Pennsylvania Turnpike design standards
  • Demonstrated success leading and managing engineering teams
  • Proven client relationship management and business development experience
  • Strong financial acumen with experience managing budgets, metrics, and performance dashboards
  • Proficiency in Microsoft Office; MicroStation experience preferred
  • Strategic thinker with strong communication and interpersonal skills
  • Highly organized with the ability to manage multiple concurrent priorities
  • Proactive problem solver with sound technical and business judgment
