Immediate need for a talented Infrastructure Permitting Project Manager. This is a 12+months contract opportunity with long-term potential and is located in Lexington, KY (Onsite). Key Responsibilities: Provide superior knowledge of regulations and authorizations necessary to execute engineering and construction of utility infrastructure projects. Execute permitting submittals and some civil design/detailing for projects, taking direction from senior engineers/project managers. Lead code interpretation and communicate critical permitting triggers, processes, timelines, and strategies influencing design, schedule, reporting, or staffing. Maintain awareness and communicate changes in regulatory requirements and permitting. Build agency relationships with regulators and maintain awareness of changes in regulations. Coordinate development of engineering, construction, and environmental permits. Support engineering or environmental studies associated with permit requirements. Review grading plans, calculations of flow, release rates, tributary areas, sewer capacities, volume, runoff, detention, erosion control BMPs, and other site civil design elements. Lead meetings with clients, agencies, engineers, and construction staff to provide key permitting and civil design details for planning and field execution. Conduct compliance inspections including reporting and coordination with subcontractors. Development of and accountability for scope, schedule, and budget; understand and develop contracting documents; own scope elements; drive quality, consistency, and efficiency; create and advance action on projects; delegate tasks; lead effective verbal and written communication; regularly interface with clients, regulators, subcontractors, recruits; mentor junior staff. Understand and manage risk that may impact project delivery associated with design-only versus EPC projects, and roles such as program manager, owner’s engineer, or EPC contractor. Self-execute and oversee the execution of work, submittals, and approvals, effectively applying internal resources and managing external consultants. Key Requirements and Technology Experience: Must Have Skills: Must Have min 8 years of relevant experience overseeing Permitting Process supporting Construction & utility infrastructure projects and knowledge of federal, state and local permitting submittals. Bachelors or Masters Degree in Environmental, Civil Engineering, Natural Resources or relevant field. Experience in Project Management, review stormwater designs and or review drawings and experience with ArcGIS tools. Bachelor Degree OR Master’s Degree in Environmental Science or Civil Engineering or a related natural science degree from an accredited program is required. Must have min 8 yrs relevant experience. CPESC (Certified Professional in Erosion and Sediment Control), a plus, 10 years’ experience preferred. Have a passion for permitting, stormwater design, learning, technical details, and creative thinking to support utility infrastructure projects in the Midwest. Willing to travel up to 15%; willing to report to office 4+ days per week. Proficient with Microsoft Word/Excel, PDF editing/assembling, and Google Earth. Familiar with ArcGIS tools; maps, applications, ability to create simple exhibits. Familiar with field instruments for data collection and mapping. Familiar with engineering plans including GAs, detail sheets, specifications, IFR, IFC, etc. Must embrace safety as a primary objective of all elements of work.
