  • Permitting and Code Compliance Inspector III, Grade 23: $76,741.00. to $122,603.00,

  • Permitting and Code Compliance Inspector II, Grade 21: $70,556.00 to $112,166.00,

  • Permitting and Code Compliance Inspector I, Grade 19: $64,942.00 to $102,711.00

The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. With a staff of about 240 employees, DPSs five divisions include: commercial building construction; customer support and outreach; land development; residential construction and fire code compliance; and zoning and code compliance. WHO WE ARE LOOKING FOR

The Division of Residential Construction and Fire Code Compliance is seeking someone with a background in fire code compliance/enforcement in existing buildings to join the FCC inspections team as a Permitting and Code Compliance Inspector III.

This position may be underfilled as a Permitting and Code Compliance Inspector II, Grade 21, or Permitting and Code Compliance Inspector I, Grade 19. Once the employee is at full performance and meets the minimum requirements of the position, they are eligible for the non-competitive promotion through the series to the Permitting and Code Compliance Inspector III, Grade 23.

What Youll Be Doing

This position is responsible for ensuring compliance with adopted national Fire Codes and Standards, the Montgomery County Fire Code, and the Maryland State Fire Prevention Codes in existing buildings. This is accomplished through reviews and preventive inspection processes for businesses, schools, multi-family buildings, healthcare facilities, places of worship, and all other commercial buildings or occupancies.

  • Perform and document complex fire code and compliance inspections.
  • Investigate complaints related to violations of fire codes, ordinances, regulations, and guidelines.
  • Provide written or oral feedback on findings.
  • Educate and defend technical and procedural requirements.
  • Issue orders, notices of violation, or citations for non-compliance.
  • Provide periodic 24-hour on-call inspections and assistance.
  • Enforce State and County codes and regulations relating to Fire Code Compliance.
  • Work with property managers, business owners, design professionals, licensed contractors, and the public to ensure fire safety in the community.
  • Other related duties.
  • The work involves walking over rough, uneven, and occasionally slippery surfaces and climbing flights of stairs.

This position REQUIRES the applicant to possess a valid drivers license from the applicants state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, including throughout Montgomery County.

This role includes on-call duties, which may require working during evenings and weekends.

Minimum Qualifications

If filled at Permitting & Code Compliance Inspector III, Grade 23:

Education and Experience: Graduation from an accredited college or university with a bachelors degree in an appropriate field and three (3) years of experience in a technical/professional field appropriate to fire code inspections and investigations, of which one (1) year must have been in a code compliance/enforcement capacity.

OR

Graduation from high school or High School Certificate of completion recognized in the State of Maryland, and seven (7) years of experience in fire code inspections and investigations, of which a minimum of one (1) year must have been in a code compliance/enforcement capacity.

Equivalency: An equivalent combination of education and experience may be substituted.

Certifications: The Department of Permitting Services maintains a listing of current Department-required certifications for employees classified at the Permitting and Code Compliance Inspector III level. The required certifications for this level are listed below:

Fire Inspector I and II certifications MD Pro Board or equivalent

If filled under Permitting & Code Compliance Inspector II, Grade 21:

Education and Experience: Graduation from an accredited college or university with a bachelors degree in an appropriate field and two (2) years of experience in a technical/professional field appropriate to fire code inspections and investigations, of which one year must have been in a code compliance/enforcement capacity.

OR

Graduation from high school or High School Certificate of completion recognized in the State of Maryland, and five (5) years of experience in fire code inspections and investigations, of which a minimum of one (1) year must have been in a code compliance/enforcement capacity.

If under-filled at the Permitting & Code Compliance Inspector I, Grade 19:

Education and Experience: Graduation from an accredited college or university with a bachelors degree in an appropriate field and one (1) year of experience in a technical/professional field appropriate to fire code inspections and investigations.

OR

Graduation from high school or High School Certificate of completion recognized in the State of Maryland, and three (3) years of experience in fire code inspections and investigations.

Equivalency: An equivalent combination of education and experience may be substituted.

Medical Protocol: This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.

Financial Disclosure Statement: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.

Drivers License: ALL LEVELS required. Possession and maintenance at all times of a valid Class "C" (or equivalent) drivers license from the applicants state of residence.

PROBATIONARY PERIOD: Individuals appointed or promoted to this class will be required to serve a probationary period of six (6) months, during which time performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

Preferred Criteria, Interview Preferences

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Applicants who meet the minimum qualifications will be rated Qualified, placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

  • Experience reading and interpreting plans, specifications, and blueprints.
  • Experience communicating technical guidance, as well as establishing and maintaining effective working relations with staff, community representatives, and staff of other departments and jurisdictions.
  • Experience conducting field investigations/inspections.
  • At least three years of experience enforcing applicable fire codes, ordinances, and regulations pertinent to existing buildings.
  • Possession of ICC or NFPA Inspector Certifications or Fire Inspector I or II certification.
