Engineering Inspector II - Traffic Operations

About the Job: The City of Colorado Springs is ready to welcome a motivated and knowledgeable Engineering Inspector II to support and oversee key elements of the City's traffic infrastructure program. As an Engineering inspector II, you will be responsible for managing a broad range of field inspections, permit review and enforcement, and stakeholder coordination focused on signage, pavement markings, traffic control, and multimodal programs. You will ensure compliance with City codes, traffic control standards, and safety regulations, while serving as the main point of contact for permits and traffic-related concerns. This position requires extensive interaction with the public, responding to citizen inquiries, and managing permit applications for activities affecting city roadways.

Work Schedule: Monday - Friday; 7:00AM - 3:30PM with flexibility for occasional evening projects.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

As an Inspector II for Traffic Operations, you will:

• Inspect traffic signs and pavement markings to ensure compliance with city standards, design manuals, and MUTCD (Manual on Uniform Traffic Control Devices) requirements
• Review and approve traffic-related permits, including oversized loads, revocable permits, special events, and temporary traffic control
• Coordinate and communicate regularly with developers, contractors, internal city departments, industry representatives, and the public
• Provide technical support during plan reviews, field inspections, and pre-construction meetings
• Investigate and respond to public concerns about signage, striping, and right-of-way use
• Document inspections and permit compliance using city software such as Accela, Cartegraph, and Bluebeam
• Assist in planning and implementing improvements to traffic control infrastructure
• Enforce applicable City and State codes related to commercial vehicle use and access
• Other duties as assigned

We are looking for candidates who demonstrate:

Knowledge of:

• MUTCD (Manual on Uniform Traffic Control Devices) standards and key traffic engineering principles related to traffic flow, pedestrian safety, and work zone operations
• Traffic control plans, signage, markings, and methods for maintaining safe and compliant work zones
• State and federal transportation and safety regulations
• Permit application and review processes for construction and special events in public roadways
• Best practices for coordinating road closures, lane restrictions, and detours
• Microsoft Office Suite for reporting, documentation, and permit tracking

Ability to:

• Build strong working relationships with the public, city staff, contractors, and developers in fast-paced environments
• Interpret and apply City policies, traffic regulations, permit requirements, and technical plans or drawings
• Respond to citizen inquiries, resolve traffic-related complaints, and communicate clearly with stakeholders at all levels
• Manage multiple projects, inspections, and work sites independently while making informed decisions

Minimum Qualifications

• Equivalent to the completion of the twelfth grade (high school diploma or GED)
• Three years of full-time, professional experience in a related field
• Possess and maintain a valid, non-probationary driver's license not subject to restrictions related to alcohol and/or drug violations or pending charge
• Possess and maintain upon hire, a current, valid Traffic Control Supervisor (TCS) certification from the American Traffic Safety Services Association (ATSSA) or the Colorado Contractors Association (CCA) or be willing to reinstate a previously held TCS or CCA certification within 60 days of hire

• IMSA (International Municipal Signs Association) Signs and Pavement Markings, or other relevant traffic operations or construction-related credentials
• Associates degree from an accredited college or university with major coursework in civil engineering technology, construction management, or a related field
• Four years of experience in inspections related to construction/civil engineering technology
• Experience in traffic signs and markings installation, maintenance, inspection, and the permit application and review process
