Posting Summary

Rutgers, The State University of New Jersey is seeking a Instructional Course Designer for the National Transit Institute. The Instructional Designer position reports to the National Transit Institute's (NTI) Learning and Development Manager. The role is responsible for the development, enhancement, and continuous improvement of high-quality training programs for the public transit industry.

Among the key duties of the position are the following:

  • Applies instructional design principles, adult learning theory, and learning technologies to create engaging, accessible, and industry-relevant learning experiences.
  • Works collaboratively with NTI leadership, colleagues, subject matter experts, instructors, transit professionals, the Federal Transit Administration (FTA), and other external stakeholders to manage the instructional design process from initial needs analysis through course design, development, implementation, evaluation, and revision.
  • Develops content that supports in-person instructor-led, virtual instructor-led, blended, and online learning programs delivered to transit professionals nationwide.
  • Plays a critical role in expanding NTI's course portfolio, ensuring instructional consistency, strengthening course effectiveness, and ensuring that NTI's training programs respond to the evolving workforce development needs of the public transit industry.

The final salary offer may be determined by several factors, including, but not limited to, the candidate's qualifications, experience, and expertise, and availability of department or grant funds to support the position. Position Status Full Time Working Hours Standard Hours 37.50 Daily Work Shift Work Arrangement

Qualifications

Minimum Education and Experience

  • Bachelor's degree in instructional design, education, adult learning, training and development, organizational development, human resource development, or a related field, or an equivalent combination of education/training and relevant advanced professional experience.
  • Two or more years of professional instructional design or curriculum development experience.

Certifications/Licenses Required Knowledge, Skills, and Abilities

  • Demonstrated experience developing instructor-led, virtual, blended, and online learning programs.
  • Experience in applying instructional design methodologies such as ADDIE, SAM, or comparable approaches.
  • Demonstrated ability to write measurable learning objectives, design instructional activities, and develop learner assessments.
  • Experience collaborating with subject matter experts and translating complex information into clear instructional content.
  • Strong project management, organizational, writing, editing, and interpersonal skills.
  • Proficiency in Microsoft Office applications and virtual collaboration platforms
  • Experience using learning management systems and instructional authoring or multimedia development tools.
  • Ability to manage multiple projects, work independently, meet deadlines, and collaborate effectively with diverse stakeholders

Preferred Qualifications

  • Master's degree in instructional design, education, adult learning, training and development, organizational development, human resource development or a related field.
  • Five or more years of professional instructional design or curriculum development experience.
  • Experience developing training for the public transit, government, or public sectors.
  • Experience working with federally funded training programs.
  • Knowledge of public transit operations, safety, workforce development, and regulatory requirements.
  • Knowledge of Section 508, WCAG, universal design for learning, and digital accessibility practices.

  • Personal computer, laptop, and related peripherals.
  • Standard office equipment (e.g., printer, copier, scanner).

Software & Digital Tools

  • Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) or comparable productivity software.
  • Video conferencing and virtual meeting platforms (e.g., Zoom, Microsoft Teams, WebEx).
  • Collaboration and file-sharing platforms (e.g., SharePoint, Box, Dropbox, or similar systems).
  • Survey and evaluation tools for data collection and reporting (e.g., Qualtrics, SurveyMonkey, or similar).
  • Basic data analysis tools for tracking training metrics and reporting outcomes.

Learning & Instructional Technology

  • Familiarity with eLearning authoring tools (e.g., Articulate, Captivate, Lectora, or similar platforms).
  • Experience working with or supporting Learning Management Systems (LMS) or comparable learning technologies.
  • Presentation equipment, including projectors, smart boards, microphones, and classroom AV systems.
  • Virtual classroom management tools and digital engagement platforms.

Physical Demands and Work Environment

  • This position requires occasional travel throughout the U.S.
