DeSoto ISD Job Description Job Title: Instructional Design Leader Reports to: Director of Professional Development Pay Grade: Administrative/Professional 01 Contract Days: 226 Wage/Hour Status: Exempt Funding Source: Title I, Part A (100%) Assigned Content Area: ELAR PK -5 Revised: August 2026 This is a Title I -funded position. Funds for this position are expected to be available until the end of the school year. DeSoto Independent School District expresses or implies no guarantee of continued employment beyond the availability of Title I funds. Primary Purpose: Provide district -level, content -specific leadership for implementation of DeSoto ISD's approved Title I, Part A program. Based on documented needs in the comprehensive needs assessment, district and campus improvement plans, student performance data, and a pplicable schoolwide plans, the Instructional Design Leader develops and implements supplemental professional learning, instructional resources, data -informed supports, and job-embedded assistance for Title I campuses. The position strengthens educator cap acity to improve outcomes for students who are not yet meeting state academic standards and monitors implementation and measurable results of assigned Title I strategies. The position may also provide content -specific support for assigned LASO instructiona l initiatives when the work is aligned with approved Title I strategies and remains allowable and allocable to Title I, Part A. Qualifications: Education/Certification: • Master's degree from an accredited college or university recognized by the U.S. Department of Education. • Valid Texas teaching certificate; certification appropriate to elementary education or ELAR PK -5 preferred. • ESL or bilingual certification preferred when relevant to the assigned student population. • Valid driver's license, acceptable driving record, and reliable transportation for district travel. Special Knowledge/Skills: • Advanced knowledge of PK -5 ELAR curriculum, Texas standards, foundational literacy, standards -aligned instruction, assessment, intervention, and evidence -based practices. • Ability to analyze multiple data sources, identify academic needs, establish measurable outcomes, and use continuous -improvement processes. • Knowledge of adult learning, professional learning design, instructional coaching, curriculum mapping, unit planning, and progress monitoring. • Ability to distinguish supplemental Title I services from the district's basic instructional program and maintain accurate program documentation. • Excellent written, verbal, presentation, collaboration, organization, technology, and project -management skills. Experience : • Minimum three years of successful classroom teaching experience. • Demonstrated success improving PK -5 ELAR instruction and student literacy outcomes. • Experience designing professional learning, analyzing student data, and supporting implementation across multiple campuses preferred. Implement assigned activities in the approved Title I program as documented in the comprehensive needs assessment, District Improvement Plan, applicable Campus Improvement Plans, schoolwide plans, grant application, and approved budget. 2. Provide content -specific support to Title I campuses based on documented academic needs, emphasizing improved outcomes for students who are not yet meeting state academic standards. 3. Ensure Title I -funded services, resources, professional learning, and implementation supports supplement and do not replace duties or services required with state or local funds. 4. Coordinate with Grants & Special Revenue before accepting material changes to assigned duties, campuses served, content area, reporting structure, or grant -funded activities. 5. Perform only incidental non -Title I activities when necessary and maintain documentation demonstrating that the position remains fully allocable to Title I, Part A. Curriculum, Instruction, and Educator Capacity 6. Lead implementation of approved Title I instructional strategies in the assigned content area through supplemental professional learning, instructional resources, implementation tools, and collaborative learning opportunities for Title I campuses. 7. Design, facilitate, and evaluate standards -aligned professional learning responsive to identified Title I campus and student needs. 8. Develop curriculum -aligned resources, model lessons, facilitator guides, intervention supports, and implementation tools connected to approved Title I strategies. 9. Provide job -embedded instructional support, modeling, collaborative planning, and coaching when part of an approved Title I strategy and without duplicating the Academic Facilitator's locally funded responsibilities. 10. Support implementation of district curriculum at Title I campuses by addressing documented gaps in access, instructional practice, intervention, and student performance. 11. Research and recommend evidence- based practices and resources that are reasonable, necessary, allowable, and responsive to identified Title I needs. 12. Provide content -specific implementation support for assigned LASO instructional initiatives when the activities are connected to documented Title I needs, included in approved Title I strategies or plans, aligned with the employee's assigned content area, and allowable and allocable to Title I, Part A. Support may include professional learning, instructional resources, modeling, data analysis, implementation assistance, collection of role -level evidence, and campus follow- up. Data Analysis, Student Outcomes, and Continuous Improvement 13. Analyze disaggregated district and campus data to identify needs, determine Title I instructional priorities, and design targeted content -area supports. 14. Use formative, benchmark, summative, implementation, and student performance data to monitor assigned Title I strategies and recommend timely adjustments. 15. Support Title I campus educators in using data to plan instruction, Instructional Design Leader | Title I, Part A | Page 3 of 4 differentiate support, provide intervention, and improve outcomes for students experiencing academic difficulty. 16. Establish and monitor measurable implementation and student -outcome indicators, including baseline data, services provided, progress measures, and results. 17. Identify patterns in access and outcomes and develop responsive supports promoting equitable access to effective instruction and approved Title I opportunities. Consultation and Role Distinction 18. Serve as the district -level content leader for assigned Title I strategies and provide common resources, professional learning, and implementation guidance across Title I campuses. 19. Collaborate with principals and Academic Facilitators to align district -level Title I support with campus needs while preserving the Academic Facilitator's locally funded campus coaching, observation, mentoring, PLC, and general instructional responsibilit ies. 20. Partner with district curriculum leaders to ensure supplemental Title I work is aligned with, but does not substitute for, core curriculum and professional -learning responsibilities. 21. Communicate the purpose, scope, intended participants, and expected outcomes of Title I -supported activities. 22. Coordinate with other departments or external partners only when collaboration directly supports an approved Title I activity and remains within assigned Title I duties. 23. Coordinate with the Director of Title I School Improvement & LASO Implementation regarding assigned LASO timelines, deliverables, evidence -submission requirements, and campus follow -up. The LASO Director retains responsibility for districtwide LASO milesto ne tracking, centralized evidence monitoring, vendor coordination, risk escalation, and leadership reporting. Program Leadership, Documentation, and Compliance 24. Develop and maintain an annual Title I work plan identifying assigned campuses, content priorities, approved activities, timelines, deliverables, implementation measures, and intended student outcomes. 25. Maintain and submit complete role -level evidence of Title I and applicable LASO -aligned services through the district's established evidence system, including agendas, participation records, professional -learning materials, campus contacts, coaching or imp lementation logs, resources developed, implementation evidence, and outcome data. 26. Prepare reports connecting identified needs, services delivered, implementation progress, applicable expenditures, and measurable results. 27. Maintain required time -and-effort documentation and promptly report any material change in duties or funding affecting allocability to Title I. 28. Support monitoring, evaluation, audit, and grant closeout by providing requested records and explanations within established timelines. 29. Follow district procedures for purchasing, travel, inventory, records retention, data privacy, and grant expenditures; obtain required approvals before obligating Title I funds. 30. Protect confidential student, personnel, assessment, and grant information in accordance with law and district policy. Maintain professional, ethical, responsive, and collaborative relationships with campus and district personnel. 32. Communicate clearly in written, verbal, and presentation formats and provide timely, solution -oriented support. 33. Model accountability, continuous improvement, confidentiality, sound judgment, and a student -centered commitment. 34. Represent DeSoto ISD and the Title I program professionally and foster shared responsibility for effective implementation and student success. Professional Growth 35. Maintain current knowledge of Title I requirements, assigned content standards, curriculum, assessment, evidence -based instruction, adult learning, and leadership practices. 36. Use feedback, implementation evidence, compliance reviews, and student outcomes to improve professional effectiveness and Title I services. Other 37. Perform other duties only when consistent with the position's primary purpose, included in the approved Title I program, allowable and allocable to Title I, Part A, and approved through district grant -review procedures. Supervisory Responsibilities: None. Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Maintain emotional control and exercise reasoning and problem -solving skills under stress. Communicate effectively, interpret procedures, analyze data, and manage deadlines. Frequent in -district travel and occasional in -state or national travel. Occasional prolonged or irregular hours.
