OVERVIEW

Assignment

This full-time contract Instructional Designer position supports and assists the Technical Training (TFBT) organization at *** (BPA). Transmission Field (TF) Services is responsible for managing field operations, maintenance, and construction of BPA s high-voltage electrical transmission system. TFBT coordinates present, future, and continuing education training needs for electrical apprentices, electrical crafts trainees, PSC, SPC, Labs, Data Systems and Instrumentation, non-electrical craft apprentices, and fully qualified journeyman and craftsmen of the preceding trades/disciplines.

Organization

The Technical Training (TFBT) organization coordinates and delivers training to meet present, future, and continuing education training needs for electrical apprentices (substation operator, electrician, and lineman), electrical crafts trainees, Power Control System (PSC), System Protection and Control (SPC), Labs, Data Systems and Instrumentation), non-electrical craft apprentices (heavy mobile equipment mechanic, electrical rigger, machinist), and fully qualified journeymen and craftsmen of the preceding trades/disciplines. Technical Training provides apprenticeship program coordination and record maintenance, second level supervision of the electrical apprentices and assists Transmission Field Services Regions in apprentice first level supervisory duties. Technical Training also works with Transmission Field Services managers to determine journey level continuing education needs and assists the regions and Construction, when needed, in coordination of compliance and regulatory training schedules; coordinates, develops, and implements continuing education training for individual electrical/non-electrical trades/crafts, e.g., equipment certification/refresher training and new hire electrician and operator training.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Consult with BPA Subject Matter Experts (SMEs) and access sensitive information such as Bulk Electric System (BES) Diagrams, equipment descriptions/pictures, specific technical systems operations, and locations to:

Develop courses using established ISD processes.

Create or convert existing technical and safety courses into Web based Training (WBT) courses using Toolbook, Adobe Captivate, Storyline 360, or other training development software, including creating content and questions.

Provide subject matter expertise for special projects, which could include assisting partner orgs with training related efforts.

Create WBT testing/quizzes so scores can be recorded and reported using Toolbook, Captivate, Storyline 360, or BPA s current WBT course development software. Encode HTML script to quiz pages to ensure compatibility with HRMIS or future government HR management information system (e.g. Workday, Oracle-based solution, etc.).

Following a written script and using the sound recorder on a computer, create voiceovers for WBT courses.

Use a Digital Video Camera and tripod to record training delivery, task steps, how-to videos, etc.

Use Adobe Premier to convert and/or edit previous VHS tapes to digital format for DVD burning or WBT integration purposes.

Use a tape recorder to interview and transcribe Subject Matter Expert (SME) knowledge to be used in course development.

Update/upgrade WBT courses in a timely manner when notified by content owner of needed changes or when new WBT software drives the need for updates; interface with IT as needed.

Troubleshoot online courses; correct issues as needed.

Write/develop/maintain HTML/SharePoint web pages for the Technical Training website.

Create forms in SharePoint using Nintex or other forms software.

Maintain existing SharePoint MS InfoPath forms.

Create and maintain Technical Training Center web sites and web page, including the creation of workflows and forms.

Using SnagIt, take snap shots of subject matter; generate catalogs of pictures, quotes, drawings, etc., to be used in course creation in Toolbook, Storyline 360, Captivate, Photoshop, and Adobe Flash.

Create animated pages within the online courses using Adobe Flash.

Pull pictures, graphics, blueprints and photos from multiple sources and touch up, crop, pull apart, and/or otherwise edit graphics using Adobe Photoshop.

Utilize Visio to create drawings for embedding into WBT.

Keep abreast of new methods, approaches and presentation design best practices used for Adult Education, which may be incorporated into the organization s training program.

Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s degree in educational design, education training & development, or a related field is desirable.

1 year of experience as an Instructional System Development (ISD) Designer, Training Specialist, or Course Developer required.

Required Technical Skills & Experience (required on matrix)

Intermediate to advanced proficiency with Microsoft software such as PowerPoint, Excel, and Outlook.

Advanced proficiency with MS Word.

Proficiency with SharePoint sufficient to create and maintain content, sites, pages, links, Nintex forms, InfoPath forms, and to assist with maintenance (working with IT).

Proficiency with Adobe software development products: Flash, Audition, Premiere Pro, Bridge, Standard, In Design, Photoshop, Illustrator.

Experience with and working knowledge of the following programs: Toolbook, Articulate Storyline 360, Adobe Captivate, Basic HTML script, SnagIt, Visio Pro, MS InfoPath, and Nintex.

Training Expectations (Worker is expected to keep current on the latest technologies and skills required for the assignment.)

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

Policy Development

BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
