Technical Writer / Instructional DesignerEducation• Associate or bachelor's degree in Instructional Design, Training & Development, Education, Communications, Technical Writing, or a related field preferred. Equivalent combinations of education, training, and professional experience will be considered.Preferred Certification• Instructional design or training certifications (e.g., ATD, CPTD/CPLP, Kirkpatrick, or similar) are a plus.Required Skills• Strong instructional design expertise with demonstrated experience developing eLearning, instructor-led training (ILT), virtual instructor-led training (VILT), blended learning programs, and certification programs.3–5 years of instructional design, technical writing, or related experience preferred.Proven ability to produce high-quality, polished learning materials within defined timelines while maintaining accuracy and instructional integrity.Proficiency with instructional design tools and learning management systems (e.g., Adobe Captivate, Articulate, Adobe Learning Manager, Cornerstone, or similar platforms), with the ability to quickly learn new systems.Experience using knowledge base and collaboration platforms (e.g., Zendesk, SharePoint, Confluence, Smartsheet's, Microsoft Teams, or similar tools).Advanced skills in Microsoft Office Suite (Word, PowerPoint, Excel) or equivalent productivity tools.Exceptional writing and editing skills, with the ability to translate complex regulations, laws, and procedures into clear, learner-friendly content.Strong visual design skills and the ability to create professional, accessible, and engaging digital and print materials.Solid understanding of adult learning principles and instructional design best practices.Ability to manage multiple projects simultaneously while maintaining strong attention to detail and organization.Strong collaboration and communication skills to effectively partner with subject matter experts (SMEs), stakeholders, and cross-functional teams.Comfortable developing both digital and print-based training deliverables.Desired Skills• Experience working in elections, government, public administration, or other compliance-driven environments.Familiarity with federal and state election laws, regulations, or policy-driven operational environments.Experience with accessibility standards (e.g., WCAG) and designing training materials to meet ADA compliance requirements.Video editing, multimedia production, or graphic design skills to enhance interactive learning experiences.Experience using learner analytics, evaluation models, or feedback data to improve training effectiveness.Familiarity with project management methodologies or tools (e.g., Agile, Kanban, Jira, MS Project).Experience supporting both in-person and virtual training delivery environments.Project OverviewThe Technical Writer / Instructional Designer will join the Voter Registration & Election Management Solution (VREMS) Training Team supporting the Client. This role is responsible for designing, developing, and delivering engaging, accurate, and scalable training programs that support election officials at multiple jurisdictional levels, as well as temporary election workers and members of the public.The position focuses on translating complex federal and state election laws, regulations, and operational procedures into accessible and practical learning experiences.
