Role: The Instructional System Designer (ISD) shall design, develop, and implement computer-based training (CBT) solutions for CBP/AMO. This role involves collaborating with subject matter experts, stakeholders, and technical teams to create engaging and effective training programs that meet the agencys mission-critical needs. The ISD shall be responsible for the full instructional design lifecycle, including needs analysis, course design, content development, and evaluation. This role requires a strong understanding of DHS, CBP, and AMO compliance standards (e.g., Section 508), and the ability to deliver high-quality training solutions on time. Duties: The Instructional System Designer will: Design and develop computer-based training (CBT) courses using instructional design models such as ADDIE (Analyze, Design, Develop, Implement, Evaluate) or SAM (Successive Approximation Model). Use e-learning authoring tools such as Articulate Storyline, Adobe Captivate, or Lectora to develop CBT modules. Create engaging and interactive eLearning content, including simulations, scenarios, quizzes, and multimedia elements. Develop project plans, storyboards, scripts, timelines, milestones, and prototypes for CBT modules. Ensure training materials are aligned with adult learning principles and instructional best practices. Ensure deliverables adhere to Shareable Content Object Reference Model (SCORM) e-learning compliance. Ensure compatibility with Learning Management System (LMS) and compliance with SCORM, Experience API (xAPI), or Aviation Industry Computer-Based Training Committee (AICC) standards. Work closely with subject matter experts (SMEs) to gather and validate content for training programs in person or via emails/calls depending on priority levels and needs. Collaborate with federal agency stakeholders and customers to define training objectives, scope, and deliverables Facilitate regular meetings with stakeholders to review progress, gather feedback, and ensure alignment with agency goals. Integrate multimedia elements, including graphics, animations, audio, and video into training programs. Test and troubleshoot CBT modules to ensure functionality, usability, and technical compatibility. Ensure all training materials comply with federal accessibility standards, including Section 508 of the Rehabilitation Act. Test the courseware thoroughly to ensure it is free of errors and defects. Validate functionality across different browsers and devices. Develop evaluation tools to measure the effectiveness of training programs, including pre- and post-assessments, surveys, and feedback forms. Analyze training data and metrics to identify areas of improvement and make recommendations for enhancements. Continuously update and improve training materials based on user feedback and changing requirements Manage multiple training projects simultaneously, ensuring timely delivery of high-quality training solutions. Develop and maintain comprehensive documentation for training programs, including design documents, user guides, and technical manuals. Maintain version control and ensure all training materials are stored securely and updated as needed. Manage an archive of source materials (e.g., photos, videos, text, graphic files) which are accessible to the COR. Education: Bachelor's degree in Instructional design, education, training and development, or a related field preferred Required Experience and Skills: Minimum of 2 years of experience in instructional design, with a focus on computer-based training CBT development.
