ASTA is seeking an Instructional Systems Designer to support the U.S. Coast Guard's International Port Security (IPS) Program. This program delivers maritime and port-security training to international partner nations to help them strengthen their security posture and align with the International Ship and Port Facility Security (ISPS) Code. In this role, you'll take complex, technical, and policy-driven subject matter and shape it into interactive learning experiences for a global audience. This is a highly visible opportunity for a designer who thrives on building high-quality training from the ground up.
JOB DUTIES:
Design, develop, and modernize courses, curricula, instructor guides, and participant materials using adult learning principles.
Enhance existing seminars and build new modules on emerging topics such as cybersecurity and unmanned aerial systems.
Create learning objectives, interactive content, and enhanced presentation materials for instructor-led, virtual, web-based, and blended delivery.
Ensure all training products meet compliance and accessibility requirements.
Collaborate with subject matter experts and coordinate translation/localization of final materials.
QUALIFICATIONS:
Demonstrated experience in instructional systems design and curriculum development using ADDIE or a comparable methodology.
Experience developing instructor-led, virtual, web-based, and blended courseware and supporting materials.
Strong presentation authoring skills, including interactive and enhanced content.
Excellent writing, organization, and stakeholder-collaboration skills.
Ability to pass a federal background investigation.
PREFERRED QUALIFICATIONS:
Experience designing training for government, military, or law enforcement audiences.
Familiarity with maritime, port security, or the ISPS Code.
Proficiency with e-learning authoring tools.
Experience managing translation (Spanish, French, or Portuguese a plus).
A background in adult learning theory, education, or a related field.
