Instrumentation, Controls and Electrical (IC&E) Technician

The NYPA Project features ten Small Clean Power Plants (SCPP) throughout New York City, centrally managed from the control room in Astoria, NY. Powered by ten General Electric LM6000 combustion turbines operating in simple-cycle mode, the plants provide approximately 450 megawatts of reliable, efficient generation to meet the city’s energy demands. Opportunity Summary

The Instrumentation, Controls & Electrical (IC&E) Technician supports the safe, reliable, and efficient operation of NYPA's Small Clean Power Plants by maintaining and troubleshooting instrumentation, controls, electrical, IT, and associated mechanical systems. This position supports LM6000 turbines and balance-of-plant equipment across multiple sites, performs preventive and corrective maintenance, and assists with outages, projects, system improvements, and remote plant operations.

Your scope of responsibility as IC&E Technician includes the following primary functions:

• Calibrate, test, install, maintain, and troubleshoot instrumentation and controls associated with LM6000 turbines and balance-of-plant equipment, including transmitters, control valves, VFDs, motors, analyzers, and auxiliary devices.
• Maintain and troubleshoot turbine controls, PLC, DCS, and SCADA systems, including MicroNet, Emerson Proficy, Wonderware, Cimplicity, plant servers, networking, software, and associated control logic.
• Perform preventive, predictive, corrective, and emergency maintenance on electrical systems and equipment, including switchgear, motors, transformers, motor control centers, batteries, inverters, chargers, and associated electrical components.
• Support controls and plant IT systems through hardware and software maintenance, system updates, networking, cybersecurity activities, and troubleshooting necessary for reliable centralized and remote operations.
• Start, operate, and shut down LM6000 turbines and auxiliary equipment as required for maintenance, testing, troubleshooting, and emergency response.
• Perform mechanical maintenance on turbines and auxiliary equipment, including motors, pumps, and compressors, using applicable diagnostic and precision maintenance techniques such as vibration analysis and laser alignment.
• Read and interpret P&IDs, wiring diagrams, electrical schematics, control logic, and technical manuals to troubleshoot, maintain, and repair plant systems and equipment.
• Support maintenance projects, planned outages, inspections, and system upgrades across multiple SCPP locations, coordinating activities with plant personnel, contractors, vendors, and OEM representatives.
• Use Maximo or other CMMS platforms to manage work orders, maintenance records, calibration data, requisitions, equipment history, and spare-parts information.
• Monitor equipment and system performance, analyze operating data, identify abnormal conditions, and recommend improvements supporting reliability, efficiency, and plant performance.
• Operate required vehicles and maintenance equipment and perform assigned work in accordance with applicable electrical, environmental, hazardous-material, and plant safety requirements.
• Travel to six project sites throughout New York City as needed to support site activities, coordination, and operational requirements.
• Complete additional specialist projects and tasks as needed, supporting plant operations, maintenance, and engineering initiatives.

Working Relationships

The IC&E Technician reports directly to the Plant Manager. This role involves interfacing with contractors and original equipment manufacturer (OEM) personnel to ensure necessary support and coordination.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

The IC&E Technician works a four-day, twelve-hour shift schedule. This position will require extended hours, flexible shifts, weekends, and holidays as needed to support plant operations and business needs and may also require callout availability. Depending on the position, on-call status may or may not apply.

Daily local travel to project sites throughout New York City as needed to support site activities, coordination, and operational requirements.

Compensation

This position offers a base pay rate of $67.01 per hour, along with eligibility for an annual performance bonus.

Core Qualifications and Skills

• Associate degree in Electrical Engineering Technology, Instrumentation & Controls, Power Plant Technology, or a related technical field preferred. Equivalent technical training, power generation, industrial, or military experience may be considered in lieu of education.
• Experience performing IC&E maintenance in power generation or a comparable industrial environment; experience supporting multiple or remotely operated facilities is preferred.
• Strong knowledge of electrical systems and equipment, including switchgear, motors, transformers, motor control centers, batteries, inverters, chargers, and associated electrical systems.
• Hands-on experience maintaining and troubleshooting instrumentation, PLC/DCS/SCADA systems, control valves, VFDs, transmitters, analyzers, and other turbine and balance-of-plant controls.
• Knowledge of combustion turbine controls, protective interlocks, and operating systems; GE LM6000 experience is preferred.
• Ability to perform preventive, predictive, and corrective maintenance and troubleshoot complex electrical, instrumentation, control, and associated mechanical equipment.
• Ability to read and interpret P&IDs, electrical drawings, wiring diagrams, schematics, control logic, technical manuals, and equipment documentation.
• Experience using CMMS platforms such as Maximo, with strong troubleshooting, documentation, communication, and organizational skills.
• Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
