    SUMMARY OF POSITION: Under the direction of the Director of Insurance & Benefits provides oversight to the billing staff regarding the Insurance Billing Department functions; oversees all monthly billing for active and retiree health and voluntar y benefit premiums, regular and special membership census audits, member premium analysis, data management, and member collections. Trains Insurance & Benefits department billing staff. QUALIFICATIONS: EDUCATION AND/OR EXPERIENCE: Associate's Degree or higher; in Accounting preferred. Five (5) years of relevant experience in accounting and bookkeeping or equivalent Combination; Proficiency in Microsoft Office and/or Google Suite (spreadsheet, word processing, and email software) is required; Relevant insurance experience in employee ben efit programs preferred. ESSENTIAL DUTIES AND RESPONSIBILITIES: Other additional duties/responsibilities assigned by the Supervisor and/or Superintendent may be assigned.

    • Facilitates insurance and benefits billing processes within the department and ensures their effectiveness.
    • Communicates effectively, both orally and in writing with active and retired members regarding premiums, collections, and adjustments.
    • Utilizes advanced analytical, problem-solving, and time-management skills.
    • Handles multiple tasks with ease, professionalism, high organization, and efficiency.
    • Works comfortably under pressure with the ability to adhere to deadlines.
    • Responds to inquiries and prepares reports for the annual external audit and actuaries for the district annual Comprehensive Annual Financial Report (CAFR.)
    • Assists department administration with special projects and department initiatives, as needed.
    • Prepares, coordinates and monitors collection of receivables.
    • Processes collections, as needed, through the Louisiana Office of Debt Recovery.
    • Completes monthly reconciliation for pension deduction reporting in conjunction with fund accountant.
    • Reviews and completes member account research and analysis.
    • Maintains and monitors accounts receivable for the Group Insurance Fund.
    • Manages and reviews billing and collection reports for all insurance premiums.
    • Prepares monthly ACH bank transmittals for non-pensioned member premium collections.
    • Assists administration with projections for and establishing premium rates for Board approval, as needed.
    • Creates and maintains all LPSS Alio System benefit deduction codes for health and voluntary benefits.
    • Reviews monthly deduction files with retirement organizations for the collection of retiree insurance premiums.
    • Reviews monthly electronic upload file for voluntary benefits from the District Third -Party
    • Administrator and submits it to MIS.
    • Prepares and submits third-party administrator reports for life premiums.
    • Prepares and submits monthly self-billing reports for basic and supplemental life premiums.
    • Prepares yearly supplemental life report for the aging of membership.
    • Prepares periodic, and yearly electronic uploads to retiree pensions to facilitate mass changes to deductions.
    • Oversees maintenance of deductions and benefits in the Human Resources Information System (HRIS).
    • Collaborates with staff in Employee Services and Finance to complete and improve processes, including but not limited to, reporting required by the Patient Protection and Affordable Care Act.
    • Monitors and communicates changes within Medicare to administration; coordinates
    • Medicare regulations and health coverages for retirees.
    • Works in conjunction with department administration to establish new practices and procedures related to Billing.
    • Assists with budget preparation and prepares budget transfers.
    • Trains Billing department staff and provides ongoing development; serves as backup when needed.

    • Coordinates implementation and maintenance of all district directives pertaining to health or benefit premiums.
    • Reviews and pre-approves payments for all invoices for the Group Insurance Fund.
    • Reconciles/oversees reconciliation of monthly voluntary benefit vendors and liability payments.
    • Oversees the monthly monitoring of members on worker's compensation and leaves to manage contributions.
    • Completion and oversight of member communications and notifications.
    • Safeguards and maintains electronic records and files.
    • Works collaboratively with Insurance staff accomplishing department goals as directed.
    • Obtains considerable knowledge and proficiency of District pay schedules and their relationship to health and benefits processing.
    • Obtains knowledge and proficiency of LPSS Alio HRIS software, health provider software, benefits software, pension software, and other software platforms necessary to accomplish the department initiatives.
    • Obtains considerable knowledge and understanding of the Billing Department practices and processes, and maintains the ability to apply it to given tasks.
    • Supports the department with tasks related to the Employee Retiree Insurance Advisory Panel (ERIAP) and attends meetings.
    • Assists with department active and retiree special events and projects as deemed necessary by department management.

    WORK ENVIRONMENT/PHYSICAL DEMANDS The work environment is representative of conditions an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is occasionally exposed to a noise level in the work environment which is moderate to loud, outside weather conditions, a variety of childhood and adult diseases and illnesses, heated/air conditioned and ventilated facilities, a building in which a variety of chemical substances are used for cleaning, instruction and/or operation of equipment. This job does require public contact, both on the telephone and in person, under sometimes-stressful conditions.
