The locations include the Airport Complex, County Administration Center, Chanate and Los Guilicos Campuses, Main Adult Detention Facility, and four Veterans' Memorial Buildings.Job SummaryUnder the general direction of the Integrated Waste Operations Division Manager, the Integrated Waste Utility and Infrastructure Coordinator will oversee the work of contractors and consultants performing capital improvement project work on County utilities, which include the County Service Areas (CSA) water systems, closed landfills, and lighting districts. Additionally, this position:Coordinates consultant and contractor projects involving construction, inspection, operation, maintenance, repair, and relocation of County infrastructure.Performs onsite operational inspections in outdoor environments (including closed landfills, construction zones, and rural utility sites) to test and evaluate complex electronic and electrical components of utility and infrastructure systems.Oversees consultants and contractors in removal of hazardous waste, and the mitigation and cleanup of natural disasters and other debris-generating events.Monitors contractor/consultant work progress to ensure work quality and enforce compliance with project plans and specifications.Prepares and manages project budgets; computes cost estimates for materials, equipment, and consultant/contractor work schedules; requisitions materials and supplies; and assists in projecting annual costs associated with future work.QualificationsExperience, education, license, and training requirements include:Practical experience coordinating infrastructure or utility projects, particularly those involving landfill systems, small water systems, or other public works facilities.Strong working knowledge of environmental regulations (e.g., Title 14, Title 27, Subtitle D).Experience in budgeting for infrastructure projects and contractor oversight within a public agency context.Problem‑solving mindset adaptable to field and office work in a dynamic, contract‑driven environment.Experience managing work through consultant teams or under Job Order Contracting (JOC).Familiarity with emergency response and disaster recovery operations.Proficiency with Microsoft Office, especially Excel, Outlook, Word; familiarity with SCADA systems for remote monitoring, GIS platforms, and digital inspection/reporting tools.Minimum QualificationsEquivalent of three years of journey‑level experience as a contractor with some experience as a foreman, or a combination of education, training, and experience that provides equivalent knowledge and abilities.Valid State of California Class C Driver's License and endorsements, maintained throughout employment.California Water Treatment Plant Operator Grade T1 and California Water Distribution Operator Grade D1 certificates obtained within one year of appointment.40‑hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training completed within one year of appointment.Possession of valid C10 contractor's license is highly desirable; other state‑required certifications for operating/maintaining landfill equipment and systems may be required.Knowledge, Skills, and AbilitiesConsiderable knowledge of Federal, State, and local codes, ordinances, and regulations related to safe construction, maintenance, and mechanical operation of water systems, closed landfills, and lighting districts; electrical control, landfill gas & flare, and water treatment and distribution systems; building materials and quality standards; job site safety compliance practices.Working knowledge of principles of electrical conveyance, distribution, utilization, generation, alternative energy planning; principles of water conveyance, distribution, treatment, utilization; landfill gas and leachate processes; public works operations and maintenance.Ability to evaluate and monitor construction, inspection, operation, maintenance, and repair activities; organize work; set priorities; exercise independent judgment; interpret technical documents and comply with relevant laws, codes, and policies; maintain records, reports, and correspondence; use electronic information systems, SCADA, UAVs, GIS; communicate effectively with diverse populations; develop and maintain effective working relationships; work independently.Legal and Equal Opportunity StatementThe County of Sonoma values diversity and is dedicated to creating a workplace environment that provides individuals with a sense of belonging.
