Project Background:
Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026-2030, beginning with a six-month foundation phase.
Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. "MOH" includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.
Position Summary:
The Integration & DevOps Engineer designs, builds, tests, deploys, and supports secure and maintainable integrations among priority MOH digital health systems. The position supports MOH-controlled development, staging, and production environments; CI/CD pipelines; standards-based data exchange; system monitoring; and operational handover to DHI and local technical teams.
Location:
This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.
Reporting and Supervision:
Primary Responsibilities:
Build and maintain integration pipelines, adapters, APIs, and workflow automations for approved priority use cases
Map, transform, validate, and exchange data using MOH-approved FHIR profiles, identifiers, terminology mappings, and security controls
Configure and support interoperability components, including OpenHIM, OpenFn or approved equivalent tools, API gateways, CI/CD pipelines, and monitoring tools
Support event-streaming workflows using Kafka where approved, including schema management, topic governance, secure access, consumer monitoring, retention, and recovery testing
Establish and maintain MOH-controlled repositories, automated testing, deployment procedures, release controls, rollback plans, and runbooks
Troubleshoot interface failures, message queues, API performance, data-validation errors, and integration incidents
Participate in technical design reviews, code reviews, user acceptance testing, change advisory processes, and post-release stabilization
Pair with MOH engineers and Ugandan partners to transfer practical integration and DevOps capability
Qualifications and Experience:
Bachelor's degree in computer science, software engineering, information systems, or related discipline
At least 4 years of experience in systems integration, backend development, DevOps, or health information systems
Practical experience with REST APIs, JSON, XML, Git, CI/CD, Linux, Docker, automated testing, and monitoring
Experience with HL7 FHIR, OpenHIM, OpenFn, Kafka, API management, and digital health systems is strongly preferred
Strong troubleshooting, documentation, collaboration, and communication skills
Professional fluency in English
