This position is located in the Intelligence Services Bureau (ISB), Office of the Assistant Chief of Police for Protective and Intelligence Operations, United States Capitol Police. The purpose of ISB is to provide safety and security to the Capitol, Members of Congress, Officers of Congress, and their immediate family. To accomplish its mission, the ISB investigates, collects and analyzes information to produce intelligence, assess threats, enforce the law, identify risks, and develop and employ risk mitigation and enforcement strategies. Provides threat warning information and analysis of current intelligence on terrorist activities worldwide on a time sensitive basis.

The purpose of this position is to collect, analyze, and disseminate domestic and international threat information. The position researches, develops and analyzes information to produce threat assessments related to Congressional travel, special events, field hearings, CODELS, and othersignificant events on or near the US Capitol Complex that could affect Congressional operations and the ability of law enforcement personnel to conduct effective , targeted operations. This is a developmental position, in which the incumbent is provided a variety of assignments designed to acquire appropriate experience and knowledge. This position requires a Top Secret/Special Compartmented Information (SCI) security clearance.

Analyzes, assimilates, and evaluates available intelligence information relating to an assigned foreign and domestic events, groups, countries and other areas of interest pertinent to USCP investigations, security, and protective operations. Selects new and pertinent material for the files and for recognizing the need to call to the attention of higher-level personnelimportant new information which may identifythe need for further examination or study. Prepares complete studies and analyses of factual data, which may be complete in itself. May perform assigned segments or contribute to larger studies and statistical compilations.

Utilizes classified and unclassified databases and computer-aided tools, conducts extensive research, including interpretation and evaluation, of complex multisource data, to determinewhether an identitybeing vetted is match to an identityon terrorism- related watch lists.

Conducts intelligence research using various open-source resources and using a computer user interface to produce analytically sound oral and written referralreports that describe the nature and significance of valid matches to terrorism watch lists.

Prepares and distributes standard security reports to internal and external government agencies. Researches and prepares reports on intelligence data, topics, or areas of study comprised of factual background information. Reports reference subjects that may match information from security/terrorism databases.

Conditions of employment

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must be able to obtain and maintain a Top Secret/SCI security clearance. Must be able to work flexible or additional hours. This position may be the midnight shift. Must successfully complete all required training. Please provide an intelligence writing sample within the last 5 years of the closing date of the announcement.

Qualifications

In order to qualify, you must meet the experience requirements described below.

CP-08/GS-10 level: Applicants must have at least one year of specialized experience equivalent to at least the CP-07 /GS-09 grade level. Specialized experience includes 1) researching, analyzing, and evaluating intelligence information and data; 2) experience in Open Source Intelligence (OSINT) which includes mass media, social media, academic material and more; 3) experience in reviewing requests for information and making preliminary determinations of appropriate sources for acquiring such information; 4) preparing time-sensitive detailed and accurate assessments and reports in support of intelligence or law enforcement operations.

Additional Conditions of Employment with the USCP: As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/ Fingerprint Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
