DescriptionThe Lottery's mission is to maximize the proceeds from Lottery game sales to support the Lottery's beneficiaries for the good of all Coloradans. The Marketing team is responsible for the Colorado Lottery brand and develops, deploys and promotes the portfolio of Scratch and Jackpot games of the Colorado Lottery to maximize proceeds for the people of Colorado.Primary DutiesProgram & Area Management:Lead the development and execution of interactive marketing and communications strategies that support organizational goals, product awareness, and customer engagement across the Lottery's digital channels (website, mobile application, email, SMS and mobile push notifications).Serve as an interactive advisor and primary point of contact for internal stakeholders, providing guidance on marketing approaches, campaign planning, timelines, and performance measurements.Direct the planning, launch, and evaluation of interactive marketing campaigns, including audience targeting, messaging strategy, channel selection, and post-campaign analysis.Present interactive marketing strategies, performance results, and recommendations to leadership and other stakeholders in a clear and actionable manner.Monitor and analyze complex digital funnels to identify friction points and implement conversion rate optimization (CRO) strategies.Digital, Interactive & ECommerce Management:Manages digital content strategy and execution for websites, mobile applications, email, push notifications and SMS, ensuring messaging is on strategy, consistent, accessible, aligned with brand standards and campaign objectives and KPIs are achieved.Lead the administration and continuous improvement of the Lottery's digital and eCommerce systems, including online sales tools, platform integrations, and vendor supported technologies.Analyze digital and platform performance metrics to assess effectiveness, identify trends, and recommend data-driven improvements to increase engagement and support revenue growth.Ensure all marketing and digital communications comply with applicable laws, regulations, accessibility standards (ADA/WCAG 2.1 AA), and organizational policies.Fiscal & Contract Management:Collaborate with creative agency and external vendors on interactive marketing campaigns and initiatives, ensuring deliverables meet scope, quality, budget, and timeline expectations.Oversee interactive marketing-related contracts, budgets, and procurement activities, including participating in RFP processes and monitoring vendor performance.Track expenditures in program area and ensure responsible use of funds aligned with program objectives and state procurement policies.Collaborate cross-functionally with leadership, legal, information technology, and operations teams to align interactive marketing initiatives with organizational priorities, customer and player needs.ResidencyMinimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsThis posting is only open to residents of the State of Colorado at the time of submitting your application.Class Code & Classification DescriptionH4K4XX - MARKETING & COMMUNICATIONS SPECIALIST IVMinimum QualificationsExperience Only:Seven (7) years of experience directly managing end-to-end digital interactive platforms for a large subscriber base (websites, mobile applications), demonstrated ability to manage digital content and platforms with a core focus on online sales, transactional eCommerce, digital product management, or online gaming/lottery revenue generation; experience managing high-visibility, consumer-facing digital marketing strategies and automated execution (including email, SMS, and mobile push notifications).OREducation And ExperienceBachelor's degree from an accredited institution in Business, Marketing, Communications, Computer Science or Information Technology, or a field of study related to the work assignment as determined by the Department.ANDThree (3) years of experience directly managing end-to-end digital interactive platforms for a large subscriber base (websites, mobile applications), demonstrated ability to manage platforms with a core focus on online sales, transactional eCommerce, digital product management, or online gaming/lottery revenue generation;
