Help

  • Construction quality assurance and contract administration for major civil works construction projects.
  • Projects involve the Lock 25 Mega Project, including lock, concrete, foundation, marine, site development, and navigation infrastructure construction.
  • Ensuring contract work and materials comply with plans, drawings, and specifications; making on-the-spot decisions on specifications, payments, and drawings.
  • Recommending acceptance of contractors overall construction procedures.
  • Directing construction quality assurance functions for major construction projects.
  • Preparing guidance for computations, progress reports, partial and final payments, inspection reports, modification estimates, price analysis, negotiations, and modification documentation.
  • Reviewing contractor submittals, schedules, shop drawings, design submittals, RFIs, work plans, quality control documentation, test results, certifications, and other required documentation.
  • Reviewing contractor-proposed design variations and alternatives to ensure design intent and objectives are met without impacting other project elements.

Basic Requirement for Engineering series GS-0810 (Civil Engineer), GS-0819 (Environmental Engineer), GS-0830 (Mechanical Engineer), GS-0850 (Electrical Engineer)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Minimum Qualifications GS-07:

Specialized Experience: One year of specialized experience which includes assisting in the design and construction of engineering structures or systems using established criteria or specifications; monitoring engineering projects and resources; and identifying engineering problems and/or recommending corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Minimum Qualifications GS-09:

Specialized Experience: One year of specialized experience which includes performing field inspections of engineering projects; ensuring project compliance with plans and specifications; and completing engineering progress reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Minimum Qualifications GS-11:

Specialized Experience: One year of specialized experience which includes inspecting engineering project sites to ensure specification requirements are met; preparing contract modifications, cost estimates, and/or scopes of work for projects; and advising team members or contractors on contract and/or engineering requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Minimum Qualifications GS-12:

Specialized Experience: One year of specialized experience which includes providing technical oversight on civil works, environmental, and/or construction projects; assisting in the technical development and/or oversight of construction contracts; and interpreting plans and specifications for contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • The full performance level (GS-12 equivalent) of the position covered by this vacancy announcement has transitioned to Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) career path NH broadband level 3. Pay range includes ($91,779-$141,880). If a selection is made at the full performance (GS-12 equivalent) level, the position will be offered as AcqDemo NH-03. If a selection is made at the career ladder GS-11 or lower, the position will remain in the General Schedule until full performance level is reached. The selectee will be notified of pay plan, level and pay in job offer.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.

To deploy, fight and win our nation’s wars by providing ready, prompt and sustained land dominance by Army forces across the full spectrum of conflict as part of the joint force.

The Army mission is vital to the Nation because we are the service capable of defeating enemy ground forces and indefinitely seizing and controlling those things an adversary prizes most – its land, its resources and its population.
