DESCRIPTION

(This position is open to current Napa Valley College Employees only.)

Napa Valley College is seeking an Interim Health Benefits Officer to join the Department of Human Resources. The Department of Human Resources is dedicated to empowering people, ensuring compliance, and elevating culture to drive student and employee success through equitable recruitment, training, and service.

The incumbent in this position will be administering the District leave, employee benefits, and worker's compensation programs; maintaining records and providing assistance to employees and retirees to ensure effective use of benefits; monitoring tuberculosis risk assessment compliance; and scheduling work assignments within established timeframes and standards. This is a confidential position.

The job reports to the Assistant Superintendent/Vice President of Human Resources.

This interim, full-time, confidential assignment is open to current Napa Valley College employees only. This assignment will begin as soon as possible and continue through June 30, 2027. The salary has an appropriate placement on Range 9 of the current Administrative/Confidential salary schedule. Initial salary placement is $70,514 to $77,742 annually ($5,876.17 to $6,478.50 monthly), with proration for less than a full year of service. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Confidential assignments include the following paid leave per fiscal year: 20 paid holidays, 22 vacation days, 2 personal business days, and 12 personal illness/injury days. Leave is prorated for employees who work less than the full fiscal year.

DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Administers employee benefits program in compliance with carrier contracts (e.g. enrolling new employees, explaining benefit options, organizing benefit fairs, mediating benefit eligibility and payment issues, etc.) for the purpose of providing maximum coverage to employees within contract specifications. Administers workers' compensation program (e.g. process claims, establish and maintain contact with injured employees, provide assistance with claims, communication with third parties, etc.) for the purpose of ensuring compliance with all applicable policies, and federal, state, and local regulations.
  • Assists a variety of stakeholders (e.g. personnel, beneficiaries, insurance providers, workers compensation program employees, etc.) for the purpose of verifying eligibility, conveying information, and processing claims.
  • Coordinates a variety of committees and events (e.g. health benefits informational events, District Benefit Committee, etc.) for the purpose of ensuring health benefits information is available to all employees.
  • Coordinates open enrollment process (e.g. communication to employees, vendor fair, updating forms, verification of enrollment or re-enrollment, make benefit changes, reconcile billings, etc.) for the purpose of providing information and processing changes for employees who elect or change employer provided benefit options.
  • Coordinates the Americans with Disabilities Act (ADA) reasonable accommodation process (e.g. intake, review of medical documentation and essential job functions, facilitate interactive process, determine eligibility, reporting and tracking, etc.) for the purpose of ensuring requirements are met for all reasonable accommodation requests.
  • Coordinates the District's wellness program (e.g. education and promotional materials, marketing, liaison with community providers, health fairs/screenings, surveys, etc.) for the purpose of supporting the District's initiative to improve the health and wellness of all staff.
  • Determines employee eligibility for employee health benefits program and leave usage (e.g. insurance requirements, legal rights, etc.) for the purpose of providing eligibility information to employees while ensuring the institution is in compliance with required policies, regulations, guidelines, rules, and laws.
  • Develops a wide variety of written materials (e.g. forms, procedures, reports, letters, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and conveying information.
  • Distributes documents (e.g. open enrollment packets, new/change forms, fringe benefit packages, flyers, etc.) for the purpose of providing information and proof of insurance coverage.
  • Interprets and administers leave programs and policies for the purpose of ensuring effective use of employee benefits in accordance with applicable federal and state laws, collective bargaining agreements, and Board policies and regulations.
  • Maintains a wide variety of benefit information (e.g. provider contracts, claim files, employee records, etc.) for the purpose of providing an up-to-date reference and audit trail.
  • Monitors a variety of requirements (e.g. Affordable Care Act (ACA), freedom of Tuberculosis, etc.) for the purpose of complying with policies, regulations, guidelines, rules, and laws.
  • Reconciles discrepancies in a wide variety of areas (e.g. COBRA, disability, retirement, health, benefits, FMLA, etc.) for the purpose of ensuring accurate eligibility and payment information while complying with contract provisions.
  • Participates in a variety of meetings (e.g. staff meetings workshops, seminars, etc.) for the purpose of conveying and gathering information required to perform functions.
  • Researches a variety of topics (e.g. current practices, policies, benefits codes, regulatory changes, new benefit plans and vendors, etc.) for the purpose of providing information and recommendations that address a variety of health benefits requirements.
  • Responds to a wide variety of inquiries from internal and external parties (e.g. employees, administrators, public agencies, etc.) for the purpose of providing information, facilitating communication among parties, and providing direction.

Other Functions:

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities:

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: planning and managing projects; utilizing standard office equipment including pertinent software applications; maintaining confidentiality; utilizing excellent customer service; and developing employee health benefit programs.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: administration of leave programs, workers compensation and applicable laws; retirement system programs; various insurance benefits programs; and pertinent codes, policies, regulations, and laws.

ABILITY is required to schedule a number of activities, meetings, and/or events; gather and/or collate data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: interpret and disseminate information to individuals and groups; communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; setting priorities; working as part of a team; working with frequent interruptions; and demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.

Responsibility

Responsibilities include: working under limited supervision using standardized practices and/or methods; providing information and/or advising others; monitoring budget expenditures. Utilization of resources from other work units may be required to perform the jobs functions. There is a continual opportunity to have some impact on the organizations services.

Working Environment

The usual and customary methods of performing the jobs functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

Experience:

Five (5) years of job-related experience.
