Position Description

Seattle Public Utilities (SPU) has a Temporary or Out-of-Class (OOC) opportunity for a professional to join the Environmental Stewardship and Compliance Division, as an OOC Senior Planning and Development Specialist to lead SPUs stormwater engagement work and community outreach efforts.

This team is responsible for implementing a community-centered approach to engaging the public in storm drain care behaviors which protect and improve water quality and reduce flooding. This includes implementing programs that center the needs of those most impacted, particularly youth, communities of color, low-income, immigrant, and refugee communities.

This Temporary (external)/OOC (internal) opportunity is expected to last approximately 6-12 months. This opportunity is open to all qualified candidates. External candidates are [initially] non-benefited and will receive premium pay in lieu of benefits.

Job Responsibilities

Primary Job Responsibilities include:

  • Building and implementing behavior change campaigns designed to shift public actions to protect water quality
  • Setting goals, tracking metrics, and evaluating success of the stormwater public engagement program
  • Identifying focus audiences and shaping campaigns to reach them
  • Developing communications and project plans to outline campaign work
  • Oversee budget spending - Ensuring regulatory requirements are met

Qualifications

Experience: Three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, or other work directly related to City planning and development activities

Education: Bachelors degree in Planning, Urban Design, Environmental Studies, Public Administration, or a related field

  • If no degree, two (2) additional years of qualifying experience is required

Combinations of appropriate education, training, certification, and experience(s) will be evaluated on an individual basis for comparability.

Desired Qualifications:

  • Understanding of urban stormwater systems
  • Strong written, oral, and digital communication skills
  • Experience developing and implementing communication plans
  • Ability to convey complex technical information in engaging and easy to understand ways.
  • Community outreach and engagement experience, including working with vulnerable communities
  • Experience in community based social marketing or other behavior change models
  • Desire to work in a public-facing role

The full salary range for this position is $56.23 per hour - $65.54 per hour.

  • Temporary employees begin at Step 1 of the pay progression, at $56.23 per hour.

Workplace Environment/Expectation: This position allows for the flexibility of a hybrid work schedule. City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
