Internal Evaluation Support Specialist

ProSidian Consulting is looking for a Internal Evaluation Support Specialist (Time and Materials) in located in The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. to support an engagement for the US Dept. of Energy (DOE) Hanford.

The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.

ProSidian's work includes supporting requirements for consulting, acquisition support, program/project mgmt., operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to adhere to regulations covering the responsibility to protect classified matter (including documents, material and special nuclear material) in connection with the performance of work under this contract.

Candidates shall work to support requirements as a Internal Evaluation Support Specialist and provide Internal Evaluation Support to provide independent internal evaluation and recommendations on the cleanup and waste management programs to The Department of Energy (DOE), Richland Operations Office (RL), Office of the Manager RL Deputy Manager, and other stakeholders. The Internal Evaluation Support Specialist shall provide support in the following areas:

  • Conduct high level comprehensive assessments of the cleanup and waste management programs to evaluate program planning and implementation across RL, ORP, DOE Contractors, State Regulators, and stakeholders.
  • Perform specific detail assessments of key program areas. a) Assessments shall extrapolate information from existing data, apply seasoned professional judgement, and challenge assumptions of planned approaches. b) These assessments are not intended to be prepared as formal operations assessments based on a multitude of documented facts. c) Contractor shall brief the Deputy Manager on issues, concerns, risks, opportunities, and other relevant findings resulting from each assessment.
  • Prepare recommendations for mitigating identified strategic risks and exploiting strategic opportunities. a) For each accepted recommendation The Internal Evaluation Support Specialist shall develop, maintain, and provide status on a course of action.
  • Evaluate the effectiveness and track completion of corrective actions involving strategic risks, and strategic opportunities.
  • Develop strategic tools and materials to support on-going course of actions.
  • Assist with activities on strategic planning, regulatory strategy, permitting issues, and National Environmental Policy Act (NEPA) strategy.
  • Draft responses to requests for information from DOE HQ or regulatory agencies.
  • Perform assessments and provide improvement recommendations for environmental compliance processes and functions.
  • Assist with document review prior to submission to regulators.
  • Assist in preparation and review of draft reports, including technical analyses, assessment of regulatory documents, acceptance criteria, technical reports, or other documents.
  • Interfacing with a diverse range of people from the Richland Operations Office (RL), Office of River Protection (ORP), SNRL field Office, PNNL, other DOE Contractors, U.S. Environmental Protection Agency, State Regulators, tribes, and other stakeholders.
Qualifications

The Internal Evaluation Support Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Internal Evaluation Support Specialist shall possess the following minimum qualifications:

  • 10 years of relevant experience as a Senior Engineer/Manager. Which includes: a) Environmental Management complex experience. b) DOE cleanup experience, (Hanford Site experience preferred). c) Significant experience with the RCRA permitting requirement, the National Environmental Policy Act, and performance assessment requirements.
  • Exceptional knowledge of the waste management in the WIPP Site and the National TRU Program.
  • Significant knowledge of the Tri-Party Agreement.
  • Excellent written and oral communication skills.
  • Skilled in problem identification and resolution.
