OCPL is looking for a Library Assistant II to staff the Carnegie Desk. This is a 26 hour per week position (.65 FTE) and is union-represented with pro-rated benefits, including medical/dental and paid leave. The position will directly support the operations of the Carnegie Desk and patron computer lab. Typical duties include (but are not limited to):
Preferred candidates have experience in assisting patrons with technology and strong customer service skills.
The Library Assistant II is the second in a multi-level career path for community Library services. The Library Assistant I provides circulation and customer service support. Advancement to Library Assistant II is possible by additional responsibility for opening the library, team leadership, and competency in customer service for circulation, reference, and special areas such as children's or foreign language sections. Advancement to Library Assistant III is based on need and requires specialization in library systems and technology, technical services, circulation, reference services, and/or children's services in addition to those competencies expected of a Library Assistant II.
Examples of Duties
Responsible for a full range of circulation related duties, some providing direct customer service and some indirect. Assists patrons with use of the library. Staffs all service desks. Checks out materials to patrons and assists patrons with all of their library account questions. Accepts and processes library card applications. Helps patrons find materials; instructs them in using the resource guides and in the use of computers for searching information. Orients patrons to the use of the organizational system used in the library. Place holds for patrons and teaches patrons how to place holds. Provides reader's advisory. Checks in library materials. Checks materials for damage and wear. Sorts Holds. Oversees shelving of materials and shelves materials. Collects service charges on overdue, lost, or damaged materials. Prepares overdue notices and similar short forms. Follows-up on overdue materials. Sends notices, collects fines, and maintains associated records. Updates customer files from direct inquiry and returned mail. Verifies the accuracy of cash receipts and may prepare deposits.
Assists in the operation of a public Library in the Adult, Teen, Children's, or Circulation areas, providing circulation, basic reference, technical services, program development, marketing, and technology related services. Opens the Library. Maintains an orderly environment that supports library activity. Closes down the Library at the end of the day. May act as Person In Charge. Contributes to a positive work environment.
Assists Youth Librarian/Adult Librarian in program development and event planning within the youth and adult departments. Assists marketing efforts with library staff and works closely with patrons, presenters and community groups. Promotes library collections, services, and programs.
Assists patrons with basic reference. Performs reference interviews. Demonstrates usage and search skills for online database. Provide technology assistance as needed with downloadable materials, printers, software and hardware.
Trains and guides other staff in circulation operations. May prioritize work for other Library Assistants. Serves on library teams as requested by the Library Director or direct supervisor. Performs special projects and other job-related tasks that may be assigned by the Library Director, Operations Supervisor, or direct supervisor.
Maintain a safe and healthful workplace and other duties as assigned. This position will incorporate safe work practices with each task performed and actively participate in initiatives designed to promote a safe work environment.
Assists patrons with finding library materials.
Helps patrons use resource searches and library materials to locate information of interest.
Charges out and checks in library materials.
Collects service charges on overdue, lost, or damaged materials.
Types overdue notices and similar short forms.
Sorts and files books.
Maintains routine files related to Library operations.
Accepts applications for library cards.
Prepares books and other materials for circulation.
Applies labels, and covers to books and audiovisual materials.
Shelves and re-shelves books into proper alpha or numeric category.
Checks in periodicals received by the Library.
Discards periodicals according to instructions.
Displays or files periodicals as appropriate.
May catalog pre-classified books and other library materials by obtaining the correct bibliographic record on-line from a computer database.
Performs clerical tasks such as data entry into to pre-established databases using data entry screens, and processing reports on items such as books
that are missing, replaced, transferred, or discarded.
Assists other staff with preparation for and presentation of children's programming.
Participates in library beautification efforts such as but not limited to displays, placing and aligning materials on shelves, furniture arrangements and cleanliness, and appearance of entry ways.
Performs other duties as assigned that support the overall objective of the position.
Typical Qualifications
Knowledge
The position requires specialized knowledge of basic library methods, practices and terminology. Requires knowledge of personal computers to use common office productivity software and special cataloguing, customer transaction, and search programs used by the Library. Requires a working knowledge of financial record keeping sufficient to summarize daily activity and reconcile customer accounts. Requires sufficient human relations and communication skills to exercise patience and interact courteously with patrons of all ages and to conduct library orientation. Requires sufficient math skills to add, count, and develop alphanumeric sequences.
Skills and Abilities
Requires the ability to perform all of the duties of the position with only general supervision and support. Requires the ability to follow detailed procedures such as standard library cataloging and filing rules. Must be able to maintain a well organized and attractive library setting. Must be able to apply and explain library rules, regulations and policies. Must be able to monitor and maintain acceptable customer behavior. Requires the ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City and its services. Must be able to perform routine clerical and record keeping duties. May be required to work evenings, weekends and attend meetings or activities outside normal working hours.
Education, Training, and Experience
The position typically requires a certificate in library science curriculum or equivalent plus two years of experience in a library or instructional support setting. An Associates degree may substitute for some experience.

Summary of Medical Benefits
Employees have an option between a PPO plan through Moda or a heath maintenance organization (HMO) plan through Kaiser. Each medical plan includes prescription drugs and vision care. Coverage is for the employee and their dependents with a pick-up by employees toward the premium dependent upon their bargaining unit or management agreement.
Summary of Dental Benefits
Employees and their dependents plan. have two plans available for dental insurance. Both plans offer preventive, routine, and major dental care, and orthodontic benefits.
Life Insurance: Full-time AFSCME employees are provided $25,000 life insurance with $2,000 for dependent coverage.
Long Term Disability Insurance: Full-time employees have long term disability insurance that provides for 2/3 of an employees salary, up to a maximum earnings salary of $6,000 per month after a 30-day waiting period.
Retirement: The City is a member of the Oregon Public Employees Retirement System (PERS). The City currently contributes both the employer and employees portion with the amount dependent upon the employees status with PERS.
HRA-VEBA: This Health Reimbursement Account is funded by the employer with monthly payroll at $50.00. This account can be used for qualifying medical, dental, and vision expenses for employees and their dependents. The funds in this account are invested and stay with the employee for life.
Flexible Spending Account: Employees are offered the option to contribute pre-tax dollars for out-of-pocket medical expenses or child care expenses.
Employee Assistance Program: The City provides employees and their families with access to countless resources through Canopy.
Holidays: The City recognizes 12 paid holidays during a calendar year. Please check the city calendar for holiday closure dates.
Vacation: Paid vacation time accrues on a monthly basis based upon hours worked, length of service, and by employee group. AFSCME employees can accrue up to 240 hours of vacation, part-time union employees can accrue up to 120 hours of vacation. Part-time employees accrue vacation based on number of hours hired to work.
Sick Leave: Sick leave accrues on a monthly basis at a rate of ten hours per month. Part-time employees accrue sick leave based on number of hours hired to work.
Gym Membership: Full-time employees have access to our Gym Membership benefit. Bring proof of membership to a facility and the City will reimburse up to $15.00 per month
