Job Summary
Under the direct supervision of the Fleet and Facilities Manager, the Inventory Control Specialist performs inventory, procurement, and warehouse support functions for the Public Works Department. Responsibilities include ordering, purchasing, receiving, stocking, storing, issuing, distributing, and managing materials, tools, uniforms, supplies, equipment, and surplus property. The position supports cost-effective procurement through vendor coordination, bid assistance, and purchase order processing, while ensuring accurate inventory records, safe warehouse operations, and timely support to all Public Works divisions. The role also maintains warehouse organization, rotates stock, ensures safety compliance, and helps optimize inventory levels to support operational readiness.
Essential Job Functions and Other Important Duties
- Performs daily warehouse operations, including receiving, inspecting, counting, and recording incoming materials.
- Maintains and updates inventory records; performs routine cycle counts; reconciles discrepancies and reports findings.
- Organizes, stores, and rotates stock; maintains a safe, clean, and orderly warehouse, storeroom, and extended storage areas.
- Operates forklifts, pallet jacks, and other warehouse equipment in compliance with safety guidelines.
- Identifies and disposes of expired, damaged, or obsolete items according to city and state requirements.
- Ensures safety and security of materials, tools, equipment, and surplus property.
- Processes purchase orders and work orders; verifies accuracy, tracks order status, and ensures timely delivery to meet operational needs.
- Contacts vendors for pricing, availability, and coordination of materials, including specialized or costly inventory.
- Assists in bid-related activities and obtains quotes in accordance with purchasing procedures.
- Monitors vendor contract compliance and resolves discrepancies.
- Researches costs and trends to maintain appropriate stock levels; determines reorder points and maintains stock rotation.
- Prepares and maintains administrative and accounting reports, including invoices, purchase orders, check requests, material disbursements, procurement card statements, inventory controls, and monthly summaries.
- Ensures accurate documentation of inventory transactions, receiving logs, and asset tracking.
- Coordinates with Public Works divisions (Operations, Utilities, Fleet, Facilities) to meet routine and special supply needs.
- Assists administrative staff with equipment and supply budgeting and cost-effective purchasing options.
- Provides phone coverage in reception as needed.
- May be required to respond to emergencies or storm-related events on a 24-hour basis.
- Performs other related duties as assigned.

Job Qualifications
Formal Education: High School Diploma or GED equivalent required.
Relatable Work Experience: Minimum of two years of hands-on warehouse or materials handling experience including inventory control, shipping/receiving, and warehouse equipment operation. Experience with Computerized Maintenance Management Systems (CMMS) or inventory management software preferred. Experience in Utilities, Electrical Distribution, or Fleet support environments beneficial.
Training (Licenses(s) and/or Certification(s): Valid Texas Driver License with acceptable driving record. Forklift Operator Certification or ability to obtain certification within an established timeframe after hire.
Preferred Qualifications: Bachelor's degree in Business Administration, Accounting, or Supply Chain Management.
