Job Summary

The Commission of Ethics is hiring an Investigator primarily responsible for investigating Ethics Complaint allegations. Duties include the planning of investigatory steps and identification of needed evidence, review of documents, video, and audio evidence, coordinating, executing, and summarizing witness interviews. The investigator compiles the evidence and may be requested to create visual aids for presentation to the Commission. The Investigator also provides investigative assistance for other Commission activities.

Essential Qualifications

Bachelors Degree or equivalent of 3 years of experience conducting investigations in the context, scop and course of legal proceedings.

Job Duties

  1. Provide full range of investigatory duties as assigned, including, but not limited to:

a) Investigating and evaluating allegations, documents and testimony;

b) Discovering factual information, including private and governmental records through Lexis, Nevada Law Library and other sources;

c) Arranging and conducting witness interviews and preparing affidavits or declarations;

d) Compiling and organizing panel and hearing exhibits;

e) Analyzing facts to applicable provisions of NRS 281A; and

f) Preparing written reports.

  1. Use paperless technology to organize and catalogue voluminous documents.

  2. Compile and organize essential information and exhibit for interviews and hearings.

  3. Provide attorney support generally, including preparation of legal research, memoranda, and documents.

  4. Maintain and update paper and electronic records and files, record and store information, provide information to authorized individuals and maintain security and confidentiality of records and files.

  5. Maintain comprehensive working knowledge of computer applications directly relating to case management, including broad knowledge of the legal process.

  6. Maintain calendars and track deadlines.

  7. Prepare, proofread, format and finalize investigatory and legal documents and hearing materials.

  8. Conduct training presentations regarding the Ethics Law to public officers and employees.

  9. Collect public records and associated data related to public records requests.

  10. Collect and distribute weekly media reports related to the Commission and government ethics issues in the State and country.

Knowledge, Skills, and Abilities

  1. Demonstrated knowledge of and experience in administrative law proceedings.

  2. Comprehensive skills in computerized investigation and experience in conducting case analysis and witness interviews.

  3. Ability to communicate clearly and effectively both in oral and written form; appropriate business communication style; writing and proofreading skills, including grammar and spelling.

  4. Professional demeanor and the ability to establish and maintain effective working relationships with employees, management and the general public.

  5. Skill in word processing, spreadsheet and database applications.

  6. Broad knowledge of the legal process, including investigative and evidentiary standards.

  7. Highly detail-oriented and excellent organizational skills.

  8. Ability to prioritize and work under tight deadlines.

  9. Excellent computer skills (Microsoft Office, Outlook, Internet, Databases).

  10. Ability to prepare investigative reports which include findings of fact, documentation of evidence, and alleged violations committed.

  11. Ability to testify before the Commission or a court of law, as required.

  12. Ability to maintain investigatory logs and statistical reports of ethics complaints.
