SAIC is seeking a highly skilled, detail-oriented, and experienced Investment Support Analyst to join our dynamic team in supporting the Department of War (DoW) Office of Strategic Capital (OSC). This role offers a unique opportunity to directly contribute to national security by playing a critical part in the OSC''s mission to drive strategic investments in transformative and innovative technologies.

The successful candidate will support OSC's broad efforts in guiding and advancing investments in critical technology sectors vital for the United States' national defense and security priorities. This includes aiding in the administration and evaluation of OSC's Loan Program, an initiative designed to enhance the nation''s capacity to address emerging technological challenges and seize opportunities in fields that are critical to U.S. strategic interests, such as artificial intelligence, cybersecurity, advanced manufacturing, and quantum computing.

The Investment Support Analyst will have primary responsibility for conducting in-depth and comprehensive analyses of business cases associated with current and future OSC investments. Key responsibilities will include evaluating the financial, technical, operational, and strategic viability of investment proposals to ensure alignment with the DoW's overarching mission and national security goals. This will involve interpreting complex data, engaging stakeholders, and delivering clear, actionable insights to inform decision-making processes within OSC.

Primary Job Responsibilities include:

  • Conducting Comprehensive Case Analyses: Perform detailed analyses of cases related to critical technologies, regional innovation ecosystems, and government policy frameworks. Evaluate the associated benefits, challenges, and tradeoffs of OSC investment opportunities by synthesizing key technological, business, and regional factors into actionable insights.
  • Facilitate Collaboration and Engagement: Actively support the planning and execution of technical working groups, organize and facilitate site visits, and coordinate meetings with diverse stakeholders, ensuring productive engagement and alignment with OSC objectives.
  • Technology Mapping and Strategic Analysis: Provide in-depth mapping and analysis of emerging and established technologies relevant to national security and the OSC mission. Highlight trends, opportunities, and risks within critical technology domains to guide investment decisions.
  • Develop High-Quality Deliverables: Prepare advanced-level reports, white papers, and presentations to effectively communicate findings, potential risks, critical issues, and strategic recommendations. Collaborate with subject matter experts to ensure the integration of both technical and business dimensions, delivering insights in both written and verbal formats.
  • Engage in Market Research and Ecosystem Analysis: Contribute to OSC projects by mapping and analyzing innovation drivers through primary market research focusing on companies, Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program participants, Manufacturing Innovation Institutes, Regional TechHubs, and other technology-focused ecosystems. Identify key players, ecosystem strengths, and gaps to inform OSC's strategic investment planning.

This role is designed for candidates eager to contribute to the advancement of critical technology investments by applying rigorous analysis and providing actionable recommendations to strengthen national security capabilities. Collaboration and strong analytical skills will be essential in this cross-disciplinary environment.

This is an onsite position located in Washington DC and may travel 10% of the time.

"We anticipate a salary range of $125,000 to $150,000 for this role. The final compensation will be determined based on the candidate''s education, experience, and overall qualifications."

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience.
  • No clearance required to start; Ability to obtain a Secret clearance required to maintain employment.
  • US citizenship
  • Strong analytical and financial acumen; ability to assess business cases and interpret complex data into actionable insights.
  • Knowledge of key emerging technologies, including AI, cybersecurity, advanced manufacturing, and quantum computing; ability to evaluate trends, risks, and opportunities.
  • Demonstrated project management and coordination experience, including facilitating technical working groups, site visits, and stakeholder engagements.
  • Excellent written and verbal communication skills; ability to prepare high‑quality reports, white papers, and presentations for diverse audiences.
  • Market research expertise, including analysis of innovation ecosystems (SBIR/STTR, technology hubs) and identification of strategic players to inform investment decisions.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
