SUMMARY: This position is assigned to Administrative Branch of the Idaho Office of Emergency Management (IOEM), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to develop, coordinate, and maintain essential individual and community preparedness programs in support of the "Prevent, Protect, Respond, Recover, and Mitigate" mission areas of IOEM, and to serve as the lead Emergency Support Function (ESF) 6 coordinator.

MANDATORY REQUIREMENTS (attach as a supporting document in Luma):
(1) Must have and maintain a valid and fully privileged state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver's license.)
(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
(3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short periods.
(4) Must agree to attend/accomplish required training, participate in training exercises, and successfully complete online courses as directed by the supervisor.
REQUIRED EXPERIENCE (attach as a supporting document in Luma):
Must have 24 months' experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
KNOWLEDGE REQUIRED
(1) Describe your knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho.
(2) Describe your knowledge of disaster response activities, specifically regarding mass care, recovery, and the role of community and volunteer organizations.
(3) Describe your knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
(4) Describe your knowledge in the effective use of social media, media networks, and other web-based collaborative planning tools, with your ability to leverage the capabilities of available outlets broadcast critical information to multiple target audiences.
(5) Describe your knowledge and skill in written and oral communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent IOEM in interactions with other organizations.
(6) Describe your knowledge of the Microsoft Office suite of programs; and your ability to generate plans, products, and develop multi-media presentations used in the facilitation of meetings, training, exercises, and planning projects.
