This is responsible supervisory and project management work involving the planning, coordination, execution, and oversight of special departmental projects, programs, events, and operations within the Stormwater, Pavement, and Traffic Operations Department. The position oversees project coordination, asset management, GIS coordination, payroll and labor distribution coordination, financial coordination, and data analytics in support of special departmental projects and programs. Work includes coordinating and tracking multiple projects from planning through completion; reviewing project schedules, field operations, cost estimates, milestones, and performance metrics; monitoring project progress including conducting field inspections; identifying risks and resource constraints; and providing recommendations to leadership to ensure successful project delivery, while coordinating with internal departments, consultants, contractors, utility providers, governmental agencies, and the public to facilitate project execution and maintain effective communication throughout all project phases.

To Qualify
Minimum Qualifications. Applicants must:
- Have a valid Bachelor's degree - or - in lieu of a Bachelor's degree, must possess a valid high school diploma or GED supplemented with at least three years' experience in project management or construction administration.
- Possess and maintain a valid Driver License.
- Be able to analyze, plan, and coordinate projects from initial design coordination through post-construction, including planning, scheduling, and reviewing the work of departmental employees.
- Be able to prepare and maintain accurate red-line drawings and as-built drawings.
- Have prior experience with Geographic Information Systems (GIS) application and Computerized Maintenance Management System (CMMS).
- Have some knowledge in developing and utilizing Excel spreadsheets for quantity take-offs and construction cost estimates.
- Be able to interpret construction drawings and specifications.
- Have some prior experience in a supervisory role.
- Be proficient in the use of a personal computer and administrative support software such as Microsoft, Outlook, Word, and Excel, to prepare reports, correspondence, and other documents.
- Have the ability to communicate clearly and concisely, both orally and in writing.
- Have the ability to establish and maintain effective working relationships with public officials, peers, assigned subordinates, representatives of other community interest groups and the general public in order to gain their cooperation and support of programs.
- Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.
Desirable Qualifications: Preferred applicants:
- Currently possess Advanced Temporary Traffic Controls certification.
- Are skilled in the use of AutoCAD for drafting work.
- Have knowledge of modern methods and techniques as applied to the construction and maintenance of public works projects.
- Have experience developing and maintaining organizational and workflow diagrams and project management schedule and activity charts.
- Are skilled in analyzing financial data for trends or variances and documenting information for the preparation of regular and special financial and budget reports.
- Have knowledge of the American Public Works Association (APWA) Accreditation process.
