Charles County Government is seeking an experienced IT Applications Manager to oversee the development, implementation, and maintenance of business applications within Charles County Government. This role ensures that applications are aligned with organizational needs, enforces software development standards, and provides technical leadership to the Applications team. The IT Applications Manager works closely with IT leadership and county departments to enhance system efficiencies while managing a team of analysts and developers.
Essential Job Functions
• Monitors the project management life cycle from systems analysis through systems maintenance for all Information Technology division major projects. • Conducts analysis meetings with users to define system requirements and develop specifications. • Serves as a technical resource for the Systems Analysts. • Manages vendor relationships related to enterprise applications, ensuring compliance with county IT standards. • Reviews all user-approved work requests. Assigns work and monitors progress. • Manages, evaluates, and trains staff. • Develops and ensures adherence to applications analysis, development, implementation, and documentation standards. • Supports enterprise software applications by troubleshooting, resolving user issues, and implementing enhancements. • Oversees application security measures to safeguard data integrity and access control. • Stays informed of emerging technologies to improve applications and processes. • Serves as a technical lead in the area of analysis and programming. • Collaborates with the Assistant Chief of IT on projects that intersect application development and broader IT initiatives. • Ensures proper documentation of system configurations, workflows, and changes. • Performs other related job duties as assigned.
